One State, Four Ground Problems

Why a Statewide Firm Has to Know More Than One Answer

Most commercial foundation contractors sell a system. They arrive with one product, and the diagnosis tends to arrive at that product. That works in a market with uniform ground. Florida is not that market, and the differences are large enough to change what a repair has to do.

On the Gulf coast, salt is the driver. Chlorides reach reinforcement through salt air, splash and brackish groundwater, corroding steel expands, and concrete spalls off from the inside. Alongside it sits made ground, because port and waterfront development created land as it dredged channels, and Hillsborough falls inside the stretch of Florida with the highest concentration of sinkhole activity in the state.

Through Central Florida the controlling factor is karst. Limestone dissolves, voids develop, and where the confining layer above is partial rather than absent, the ground can bridge over a cavity and then fail suddenly. That is not theoretical here. In May 1981 an acre wide sinkhole in Winter Park took a house, a swimming pool, part of a car dealership and parts of several businesses.

Across the inland belt the issue is made ground of a different kind. Polk County sits in Bone Valley, where draglines strip fifteen to thirty feet of overburden into spoil piles, waste clay is pumped into diked settling areas, and sand tailings go back into the pits as reclamation fill. Reclamation was only voluntary in Florida before 1975. Further east, in the Kissimmee basin, drained wetland and old lake margin left behind organic muck and peat that keep compressing under load for decades.

And in South Florida the geology changes again. The Miami Limestone, an oolitic and bryozoan limestone, surfaces along the Atlantic Coastal Ridge through Palm Beach, Broward and Miami-Dade. Beneath it the Biscayne Aquifer is unconfined, meaning the top of the aquifer is effectively the water table, in highly permeable limestone. Excavation, dewatering and foundation design all have to account for that.

Florida law requires a milestone inspection of condominium and cooperative buildings three habitable stories or more in height, by 31 December of the year the building reaches 30 years old measured from its certificate of occupancy, and every ten years after that. A local enforcement agency may require it at 25 years where environmental conditions such as proximity to salt water justify the earlier date, which matters on both coasts.

Phase One is a visual examination by a licensed Florida engineer or architect. Phase Two, with testing, is triggered only where substantial structural deterioration is identified. The association has 45 days from receiving the report to distribute the summary to unit owners, post it conspicuously, and publish it where a website is required.

Running alongside it is the structural integrity reserve study, required at least every ten years for residential condominium buildings three habitable stories or higher, covering the roof, structural members, fireproofing and fire protection, plumbing, electrical, waterproofing and exterior painting, windows and doors, and any other item with a deferred cost over 25,000 dollars. Since budgets adopted after 31 December 2024, associations required to obtain one can no longer vote to waive or reduce reserves for the components it identifies.

The practical effect is that a structural finding now converts into a funding obligation. Confirm which trigger applies to your building with your local building official and your association counsel, then get the engineering done early enough that you are choosing a repair rather than reacting to a finding.

  • Slab cracking or joint separation that is widening, or weathered cracks reopening after repair.
  • Floor levelness out of tolerance for racking, equipment or a tenant fit out.
  • Stair step cracking in block or masonry, or displacement at a panel joint.
  • Storefront doors or glazing binding, which is often the first thing a tenant reports.
  • Dock aprons, truck courts or drive aisles dropping in the wheel paths.
  • Pavement or sidewalk slabs settling at the edge, which usually means a void below.
  • A circular or oval depression appearing in a lot, a landscape island or a retention area.

How do I know if my commercial building needs foundation repair?

Common indicators include floors out of level or out of tolerance for equipment, stair step or horizontal cracking in masonry, doors and glazing binding, slab joint separation, pavement or dock settlement, spalling concrete or exposed reinforcement, and a depression appearing anywhere on the site. An engineering inspection confirms whether those are cosmetic, active, or structural, and what is driving them.

Why does the region matter so much in Florida?

What repair methods work best for large commercial buildings?

Method follows loads and ground. Helical piers, push piers, micropiles, pipe pile, driven and sheet piling, concrete piling and drilled shafts for load transfer, compaction and pressure grouting for loose material and voids, slab lifting where elevation can be recovered, and carbon fiber or steel reinforcement for members that need strengthening in place. On most commercial work the governing question is depth to competent bearing.

Can you work without closing the building?

In most cases yes. We phase the work around occupancy, trading hours, dock operations and tenant access, and we sequence so that the areas taken out of service are the smallest and the shortest lived they can be. On a parking structure that usually means working deck by deck or bay by bay. That is planned at the design stage rather than negotiated on site.

How long does a commercial project take?

Smaller stabilization and grouting projects can finish in days. Deep underpinning, extensive concrete repair or phased work across an occupied building can run several weeks or longer. Permitting, engineering scope, access and phasing requirements usually influence the schedule more than the installation itself does.

Is commercial foundation damage covered by insurance?

It depends on the cause and on the specific policy. Gradual settlement from age, soil conditions or deferred maintenance is commonly excluded. Damage arising from a sudden and identifiable event may be treated differently. Coverage is a question for your policy and your carrier, not for a contractor, and we do not advise on it. What we provide is the engineering documentation that establishes cause, which is what any claim conversation ultimately turns on.

Do you perform soil borings on commercial sites?

Yes, and on a commercial footprint we usually need more than one location. Borings establish fill depth and character, where competent bearing begins, whether soft or organic material is present, and whether the profile varies across the building. On a large slab, variation across the footprint is frequently the whole explanation for differential movement.

Can you support acquisition or refinance due diligence?

Yes. We provide structural assessment and written engineering opinion suitable for due diligence, capital planning and reserve budgeting, including scope and sequencing for identified work. Where a condition report or lender review has flagged something, we can evaluate it and say plainly whether it is a defect that needs correcting or a condition that needs monitoring.

Why hire a Florida licensed engineering firm rather than a repair company?

Because a repair that has to be permitted, inspected and defended needs an engineer of record behind it. Engineer designed repairs are sized to the actual loads and ground conditions, they carry sealed documentation that a building official, lender or insurer will accept, and they are far harder to challenge later.
