The District That Governs Jacksonville

The District Question Is Settled Here, and It Is the Easy Half

Florida runs one statewide environmental resource permit rule, Chapter 62-330 of the Florida Administrative Code. The design criteria a stormwater system actually has to meet are not in that rule. They are in the applicant handbook, and each water management district adopts its own.

The Department of Environmental Protection lists Duval among the counties the St. Johns River Water Management District covers in full, alongside Clay, Nassau, St. Johns, Flagler and Volusia. Unlike Orlando, where Orange and Osceola are each split between two districts, there is no boundary to establish here. The St. Johns River handbook governs, and it is pulled into rule through the district chapters in Division 40C of the Florida Administrative Code, including rule 40C-4.091, Publications Incorporated by Reference, effective June 28, 2024.

What the District Still Decides

Settling the district in one line is a real advantage over the Orlando market. It is also where the simple part of a Jacksonville project ends.

And the River Is Tidal at Jacksonville

A large share of the city drains toward the St. Johns River, and the river is tidally influenced well upstream of downtown. That makes the tailwater at an outfall a moving number rather than a fixed one.

A system checked on a dry afternoon at low water can look entirely adequate and still back up in the condition that governs, which is a high tide coinciding with a storm rather than either one alone. Establishing the real tailwater condition is the cheapest work on the project and the one most often skipped.

The Local Layer

Jacksonville Publishes Its Own Design Numbers, and They Changed This Year

Most Florida cities point at the district criteria and add a handful of local requirements on top. Jacksonville does more than that. The city maintains a Land Development Procedures Manual, and Volume 2 took effect in January 2026. It carries site plan design requirements, roadway design requirements, drainage design guidelines, green infrastructure design guidelines, landscape design guidelines and solid waste requirements, drawing its authority from the City of Jacksonville Ordinance Code and the 2045 Comprehensive Plan.

The drainage guidance in it is not generic. It includes tables written for this county specifically, among them performance reduction factors for average annual percolation volume for grassed conveyance swales in Duval County. A designer working from a statewide reference, or from an office template assembled before this January, is not working from what the reviewer is holding.

Why the Date Matters on Your Next Submittal

A manual that took effect in January 2026 is weeks old. Every drainage calculation package assembled in this market before that date was built against the previous version, and a good deal of local habit was built with it.

That does not make an older package wrong. It does mean nobody should assume it is right. We confirm which version the submittal will be reviewed against, and whether anything the design relies on moved between the two, before the calculations get assembled.

One Reviewer, Which Cuts Both Ways

Miami-Dade has more than thirty municipalities and a separate county environmental review. Jacksonville does not. Land development across the city jurisdiction runs through one manual and one review process, which is a genuine advantage on schedule and on predictability.

It also concentrates the risk. There is no second interpretation to appeal to and no adjoining jurisdiction with a looser reading. What the manual says is what the project has to satisfy, and reading it correctly the first time is worth more here than in a market where the standard varies by a few miles.

The city also runs a stormwater management utility under Chapter 754 of the Ordinance Code, which is separate from design review and has its own implications for a developed site.

Why a Jacksonville Site That Floods Is Four Different Problems

Standing water in the same place after every storm looks like one problem and is usually one of four. They produce the same symptom and they do not share a repair, which is why the diagnosis is worth more than the fix.

The system is undersized for what is there now. Impervious area was added, a basin was filled, or the criteria have since been tightened. The system is doing what it was built to do and what it was built to do is no longer enough.

The system is the right size and has lost its capacity. A silted basin, a control structure with a blocked orifice, a clogged underdrain, a conveyance swale flattened by twenty years of mowing. This is the cheapest of the four and the one most often skipped, because maintenance is the line item nobody wants to fund.

The outfall is the problem, not the site. On a river that is tidally influenced past downtown, the receiving condition changes through the day. Water can leave the parcel exactly as designed and then have nowhere to go, and nothing done inside the property line will change that.

It is not stormwater at all. Seasonal high groundwater surfacing in a low spot, a leaking service line, irrigation overrun, or grading on the parcel next door that changed where the water arrives from. These get treated as drainage failures regularly, and the repair costs a fraction of a new system.

We give the answer the evidence supports, including when the answer is that the system is adequate and the problem is upstream, downstream or in the ground, because the alternative is an expensive fix to something that was never broken.

When Basic Plans Are Not Enough

Some projects need more than a standard set of plans. That is especially true when drainage, grading, soil behavior, permitting and construction all overlap, which in this market is most of the time rather than some of it.

The civil problems we get called to look at in this market are rarely calculation errors. They are criteria errors. A package built against the previous version of the city manual, a percolation factor taken from a statewide reference rather than the county table, a finished floor set from the state minimum when the local ordinance was higher, a swale sized before anyone established the soil group under it.
