Champlain Towers South
An educational review of the 2021 partial collapse in Surfside, Florida, built on the federal investigation that determined its cause, and on the structural and durability lessons that investigation leaves for every coastal concrete building.
Prepared in memory of the 98 people who lost their lives on 24 June 2021, and in service of the building-safety lessons their loss has taught.

Abstract
On 24 June 2021, the Champlain Towers South condominium in Surfside, Florida, suffered a partial collapse that killed 98 people, one of the deadliest building failures in United States history. After a five-year investigation, the National Institute of Standards and Technology concluded that the failure began at two column-to-slab connections beneath the pool deck, above the parking garage, and progressed over roughly three weeks until the deck and then the tower came down. NIST found the building’s margins against failure were narrow from the start, the result of deviations in the original structural design, limitations in the codes of its era, deviations during construction, loads added over the building’s life, and long-term corrosion.
This file summarizes that authoritative finding, records the documented warnings that preceded the collapse, and draws the transferable engineering lessons for coastal reinforced-concrete buildings. It also corrects a persistent misconception: the investigation examined and ruled out foundation settlement and related ground movement as a cause. This was not a sinking-building failure. It was a structural and durability failure that began at the pool deck.

§ 1 · The Building and the Event
A 40-year-old oceanfront tower, lost in minutes.
Champlain Towers South was completed in 1981 on the Atlantic oceanfront in Surfside. It rose 12 stories plus a penthouse and comprised three structural sections that the investigation labels the West, Middle, and East parts. The original design was prepared by William M. Friedman & Associates Architects and the structural firm Breiterman Jurado & Associates. Confirmed
In the early hours of 24 June 2021, the Middle and East sections collapsed, followed by portions of the structure over the minutes that followed. Ninety-eight people died. The building had stood for forty years and failed with no immediately apparent trigger, which is part of what made the investigation so difficult and its conclusion so consequential. Confirmed
§ 2 · What the Investigation Concluded
It began at the pool deck.
NIST determined that the collapse initiated in early June 2021, when two connections between garage columns and the pool-deck slab failed in punching shear, the mode in which a column effectively pushes up through the flat slab it supports. Over the following three weeks, cracks grew and load redistributed across the deck, shifting demand onto adjacent slab-column connections that were not strong enough to carry it. On 24 June, the failure spread across the pool deck and street-level parking structure, unseated the southern edge of the deck slab from a supporting wall, and then tore away from the face of the Middle section of the tower. That break damaged connections supporting the tower itself, and the collapse progressed through the Middle section and then the East. Confirmed (NIST)
In the investigators’ account, the building’s margin against failure was narrow from the beginning, and several factors together consumed what little remained:
- Original design deviations. Severe and widespread departures from the structural codes and standards of the day, compounded by limitations in those codes.
- Construction deviations. The building as built departed from the design drawings.
- Added loads. Modifications over the building’s life, including changes at the pool deck, added weight the structure was never designed to carry.
- Long-term corrosion. Four decades of moisture and salt exposure degraded the reinforced concrete, especially where waterproofing had failed.
In the investigators’ words, the building’s margins against failure were “too narrow from the start” (Mitrani-Reiser, NIST). No single defect brought the building down. A structure with adequate reserve strength tolerates a local failure; this one had little reserve to give. Analysis
§ 3 · What the Investigation Ruled Out
Not the ground. Not settlement.
Because a widely circulated 2020 study had reported that the building was subsiding by a few millimeters per year, settlement became the popular explanation in the days after the collapse. The federal investigation tested that explanation directly and set it aside. Among the roughly two dozen scenarios NIST evaluated, the following were ruled out as causes: Confirmed (NIST)
- Foundation failure, sinkholes, settling, and karst voids. Ground movement did not initiate the collapse.
- Pile failure. The deep foundation was not the origin.
- Construction vibration from nearby work.
- Hurricane and storm-surge effects.
- Impulsive loads such as a dropped weight or explosion, and accidental overload from a roof project underway at the time.
The distinction is not academic. Treating Champlain Towers South as a settlement or sinking failure points owners and engineers toward the wrong risks and the wrong remedies. The documented and now federally confirmed lesson is about slab-column connections, drainage, waterproofing, corrosion, and reserve strength in the structure above the ground, not about the soil beneath it.
§ 4 · The Warnings on the Record
The deterioration was documented years before.
In October 2018, as part of the building’s approaching 40-year recertification, the structural engineer Frank Morabito of Morabito Consultants produced a Structural Field Survey Report. It found failed waterproofing beneath the pool deck causing “major structural damage” to the concrete slab below the deck, the entrance drive, and the planters, together with abundant cracking and spalling in the garage columns, beams, and walls. Confirmed
The report traced the root of the problem to the original design: the pool-deck slab had been laid flat rather than sloped to drain, so water stood on it and, where waterproofing had failed, penetrated the structure below. Morabito called the flat, non-draining detail a major error dating to the original documents. Earlier records go back further still: documentation from 1996 shows the pool-deck slab already needed repair to seal hundreds of feet of cracks. Confirmed
The 2018 report estimated repairs on the order of nine million dollars and did not warn of imminent danger or predict collapse. By 2021 the association had approved a larger repair program, but the concrete restoration had not yet begun when the building fell. Confirmed
The distress was seen, described in writing, priced, and scheduled. What no one on the record grasped was how little reserve strength remained behind those symptoms, or how close the deck connections were to failure. That gap, between visible deterioration and its true structural significance, is the single most transferable lesson of this event, and the reason milestone inspection now carries the force of law in Florida.
§ 5 · Engineering Lessons
What every coastal concrete building should take from this.
These are the durable, transferable principles the event reinforces. They are offered as engineering interpretation grounded in the investigation, not as findings about any other specific building. Analysis
- A plaza or pool deck is a structure, not a surface. Slabs over occupied or parking space carry real load and demand the same rigor as any floor, including redundancy at their connections.
- Drainage is structural. Positive slope to drains keeps water off the slab. A flat deck that ponds water is a durability failure waiting to begin, regardless of the membrane above it.
- Waterproofing protects the structure, not just the finish. When a membrane fails, water and chloride reach the reinforcing steel, and corrosion follows. Waterproofing is a structural maintenance item on a schedule, not a cosmetic one.
- Corrosion is the slow load. In a coastal environment, reinforced concrete loses capacity over decades. Section loss at critical connections is the quiet mechanism behind many failures.
- Punching shear leaves little warning. Flat-slab-to-column connections can fail suddenly and can shed load to their neighbors. Reserve strength and redundancy are what keep a local failure local.
- Deferred maintenance is a structural decision. Underfunded reserves and postponed repairs are not only financial choices; over time they change the safety of the building.
- Inspection findings must be weighted, not just filed. Documented distress needs an engineer’s judgment about how much margin remains, not only a repair estimate.
§ 6 · Aftermath and Regulatory Change
The law that followed.
A class-action settlement exceeding one billion dollars, approximately 1.02 billion, received final court approval in June 2022, with the bulk directed to families who lost members and a portion to unit owners. The contributing parties did not admit wrongdoing. NIST’s mandate is limited to determining the technical cause; questions of culpability fall to other proceedings. Confirmed
The collapse also reshaped Florida law. Senate Bill 4-D, signed in May 2022 and now codified in the state statutes, created a statewide milestone structural inspection program for condominium and cooperative buildings of three or more stories, with the first inspection generally due at 30 years of age, or 25 years in some coastal jurisdictions, and repeating on a set interval. It also required structural reserve studies and barred associations from waiving reserve funding for major structural components, the practice that had enabled deferred maintenance at Champlain Towers South. § 7 · Status and the Record Ahead
What remains to be published.
The technical findings summarized here were released in June 2026. NIST has stated that its full investigation report will follow, comprising a summary report and several subject-focused technical reports, together with formal recommendations for changes to codes, standards, and practice, and identification of research still needed.
