Shell Contractor Miami

What changes for a Miami shell contractor inside the High Velocity Hurricane Zone, what the shell sits on in Miami-Dade, and how Foundation Masters delivers the package with the engineering in house and a licensed contractor performing the construction.

The Short Answer

A shell contractor in Miami builds the structure and the envelope and stops before the finishes, the same as anywhere else in Florida. Two things make a Miami shell different. Miami-Dade sits inside the High Velocity Hurricane Zone, and what the shell sits on is usually limestone with sand, fill and often organics above it, close to a high water table.

Foundation Masters is a Florida engineering company operating under Certificate of Authorization CA# 30969. We self perform the deep foundation work and deliver shell packages design build, with a licensed Florida contractor performing the construction.

Every Miami shell contractor works inside the High Velocity Hurricane Zone

High Velocity Hurricane Zone definition from the Florida Building Code, Broward and Miami-Dade counties
Every Miami shell contractor works inside the High Velocity Hurricane Zone, which the code defines as Broward and Miami-Dade counties.

This is not a regional nickname. It is a definition written into the code.

High-Velocity Hurricane Zone. This zone consists of Broward and Miami-Dade counties.

2023 Florida Building Code, Chapter 2, Definitions. Read it at UpCodes.

Every shell built in Miami-Dade falls inside that zone, and the zone carries its own provisions through the code. Which ones apply to a given assembly is a determination for the engineer of record and the building official, so we confirm them project by project rather than publishing a generic checklist that would be wrong on half the jobs it was used on.

What it means in practice for a shell package is that the envelope is where the scrutiny lands. The structure, the connections and the openings all have to be designed and documented for that zone before anything is priced, which is the opposite of the usual order where the shell gets quoted and the engineering catches up.

What a Miami shell contractor is building on

Across most of Miami-Dade the bearing stratum is limestone, with sand, fill and often organics above it and the water table close to the surface. That is a good foundation condition and a difficult one at the same time. The rock is there, but reaching it reliably, proving you reached it, and dealing with what is above it is the work.

This is the part of a shell package that moves. A quote written against a shallow footing detail does not cover piles, and the change lands after the soil report comes back, by which time the slab date is already on the schedule. Foundation Masters self performs that scope: driven steel pipe piles from the FM-PP30 at 20 tons allowable working load up to the FM-PP100 at 50 tons, the FM-PP65 at 32.5 tons for the 8 inch minimum diameter the code requires on steel pipe, plus helical piers, micropiles, drilled shafts and sheet pile where the excavation needs retaining.

Threshold buildings and the inspection plan

Plenty of Miami work meets the statutory threshold definition, and when it does the inspection requirement does not come from Chapter 17 of the building code, which is reserved in Florida. It comes from Florida Statutes 553.79(5)(a), which requires a special inspector to perform the structural inspections under a structural inspection plan prepared by the engineer or architect of record. The statute is published at the Florida Senate.

That plan has to exist before the structural work it covers is inspected. On a shell job that means it belongs in the preconstruction schedule, not in the closeout binder.

Foundation Masters is an engineering company, not a general contractor, and this page says so because anyone can check it. What you get from the structure is one firm carrying the ground, the foundation and the engineering, which is the part of a Miami shell most likely to cost you time.

Miami Shell Contractor Questions

Is Miami in the High Velocity Hurricane Zone?

Yes. The 2023 Florida Building Code defines the High Velocity Hurricane Zone as Broward and Miami-Dade counties, so every shell built in Miami-Dade falls inside it. Which of the zone provisions apply to a given assembly is a determination for the engineer of record and the building official, and we confirm those per project rather than working from a generic checklist.

What sits under a shell in Miami-Dade?

Across most of Miami-Dade the bearing stratum is limestone, with sand, fill and often organics above it, and the water table is close to the surface. That combination is why a Miami shell quote written against a shallow footing detail so often changes after the soil report. Where the foundation has to reach the rock, Foundation Masters drills and drives it with our own crews.

Does a Miami shell need a threshold special inspector?

It depends on whether the building meets the statutory threshold definition. Where it does, Florida Statutes 553.79(5)(a) requires a special inspector to perform the structural inspections under a structural inspection plan prepared by the engineer or architect of record. The plan has to be in place before the structural work it covers is inspected, so it belongs in the shell schedule rather than in the paperwork at the end.

Does Foundation Masters hold a contractor license?

No, and we say so plainly. Foundation Masters is a Florida engineering company operating under Certificate of Authorization CA# 30969. On a design build shell the construction is performed by a licensed Florida contractor brought onto the team, while the geotechnical and structural engineering, the foundation design and the deep foundation installation come from Foundation Masters.

What is included in a Miami shell package?

The same scope as anywhere in Florida: foundation, slab, structure, tie beams and columns, roof structure, and sheathing and weather barrier to a weather tight handover. Windows, exterior doors and the roof covering are in some shell contracts and out of others. The full scope table is on the Florida shell contractor page.

Who seals the structural drawings?

A Florida licensed professional engineer. Foundation Masters performs the engineering in house under CA# 30969 and the structural drawings carry a Florida professional engineer seal. The firm that designs the foundation is the firm that installs it and reports on it.
