What Makes Holmes Beach Different
Start with something most visitors never realise. Anna Maria Island carries three separate incorporated cities. Anna Maria at the north end, Holmes Beach in the middle, Bradenton Beach at the south. Three city governments, three building departments, three sets of local requirements, all on one barrier island in Manatee County. Where your property line sits decides who reviews your permit, and it is not always where people assume.
Holmes Beach itself was incorporated on 13 March 1950 and covers 1.91 square miles, of which 1.68 is land and 0.23 is water. The population went from 137 in 1950 to 4,966 in 2000, and then back down to 3,010 by 2020. A small city, in other words, with a very large amount of building value on it and a great deal of property that is not year round occupied.
Then the ground, which is the part that separates barrier island work from everything inland. This is a sandbar. Loose sand, minimal cohesion, a water table effectively at tidal elevation and moving with it, and salt in everything. Four consequences follow.
Bearing is shallow and unreliable, so structures here are frequently on piles rather than spread footings, and pile capacity in loose sand is a design calculation rather than an assumption. Scour is real, because moving water removes sand from around a pile or a footing and the support goes with it. Seawalls and canal banks are structural elements, not landscaping, and a wall losing soil through a joint keeps undermining whatever sits behind it. And chlorides reach reinforcement through salt air, splash and brackish groundwater, so exposed concrete deteriorates from the inside on a schedule inland Manatee County never sees.
On top of all of that sits the floodplain regulation, which on this island is not background paperwork. It is frequently the thing that decides how a repair gets scoped, and it works in a way most owners find counterintuitive. That is the next section, and it is the most useful thing on this page.

The Threshold Is Measured Against the Building, Not the Property.
Anyone repairing a structure in a Special Flood Hazard Area should understand the substantial improvement and substantial damage provisions, often called the 50 percent rule, before scoping the work rather than after.
Substantial improvement means any reconstruction, rehabilitation, addition or improvement the cost of which equals or exceeds 50 percent of the market value before construction begins. Substantial damage means damage from any cause where the cost of restoring the structure to its before damaged condition would equal or exceed 50 percent of the market value. Once the threshold is met, the structure has to meet current floodplain standards, which typically means elevation to or above base flood elevation plus freeboard, along with flood resistant materials, utility relocation and proper anchoring.
Here is the part that catches Holmes Beach owners out, and it is the single most common misunderstanding of the rule. The market value in that calculation is the value of the structure only. It does not include the value of the land or other improvements such as fences or pools. On a barrier island where the land is frequently worth a great deal more than the building standing on it, that means the 50 percent is measured against the smaller of the two numbers, and it is far easier to reach than owners expect.
Two more things worth knowing. The provisions apply only within a Special Flood Hazard Area, and only where the structure does not already meet current elevation requirements. And the determination can only be made by local officials administering the floodplain regulations, which here means the City of Holmes Beach. Not by us, and not by a contractor with an opinion.
So the sequence that protects you is simple. Get the cause established and the scope engineered, get a proper cost, and take the question to the city early. Occasionally the right answer is a smaller scope now. Occasionally it is to accept the threshold deliberately and elevate, because the long term position is better. Either way it should be a decision, not a discovery at permit stage.

What is scour and should I be worried about it?
Scour is the removal of sand from around a pile, a footing or a structural element by moving water, and on a barrier island it is a normal mechanism rather than an exotic one. Storm surge, wave action, tidal flow and even redirected stormwater will all move loose sand. The consequence is that support disappears from around an element that was designed assuming it would be there. Sand washed out from around a piling or a stair landing is worth looking at properly, because what is visible above ground is rarely the full extent of it.
Why is corrosion such a large issue on the island?
Because chlorides reach the reinforcement through salt air, splash and brackish groundwater. Steel that begins to corrode occupies more volume than the steel it replaced, and that expansion cracks and spalls the concrete from the inside out. It appears first as rust staining, then as a delaminated area that sounds hollow, then as exposed bar. On exposed elements, balconies, stairs, decks and seawall caps it is the dominant deterioration mechanism here, and it runs at nothing like the same rate a few miles inland.
Do I have a foundation problem or a drainage problem?
That is the question the investigation exists to answer, and on a very flat island site it is a fair question. Settlement in loose sand, washout beneath a slab, a failing seawall, scour and simple drainage can all produce cracking that looks alarming. Borings, an elevation survey, the crack pattern and the condition of the waterfront structures are what separate them. We would rather tell you the repair is drainage and seawall work than sell you a pier scheme you did not need.
Do you perform soil borings, or just look at the structure?
We perform borings. A visual inspection tells you what the structure is doing. It does not tell you what is beneath it. On a barrier island borings establish how loose the sand is and to what depth, where competent bearing exists if it exists, where the water table sits and how it relates to tide, and whether any of that changes across the footprint. Pile capacity in loose sand is a calculation that needs real data behind it rather than an assumption.
