Ancient Islands and a Very Long Way Down

What Makes Sebring Different

George E. Sebring, a pottery manufacturer from Ohio, founded this city in 1912 and laid it out around a circle, which is why it is still called the City on the Circle. It was chartered by the state in 1913. The city covers 16.44 square miles, of which 10.59 is land and 5.85 is water, and it sits at about 98 feet of elevation in northwestern Highlands County, near the southern end of the Lake Wales Ridge.

That ridge is the reason this page reads differently from every coastal page we publish. The Florida Fish and Wildlife Conservation Commission describes it as a feature that rose from ancient beach and dune systems and has stood above sea level for over a million years. When the sea was higher, the ridge was an archipelago, and the scrub on top of it is one of the oldest natural communities in the state. Sugarloaf Mountain further north on the same ridge, at 312 feet, is the highest natural point in peninsular Florida.

Now the part that matters structurally. The Southwest Florida Water Management District puts the thickness of the surficial deposits at greater than 250 feet in the ridge areas of Polk and Highlands counties. That is a quarter of a thousand feet of sand. There is no shallow limestone here to found anything on, which makes this the opposite of Hernando or Pasco County, where rock is often close enough to matter.

And it is dry sand. The soil survey descriptions for the ridge series are blunt about it. Astatula sand is an excessively drained soil in which many of the grains are uncoated to a depth of 40 inches or more, with the water table more than 72 inches down. Candler fine sand is fine sand to a depth of 82 inches or more, also excessively drained, also with the water table more than 72 inches down. Excessively drained is a formal soil survey drainage class, not a figure of speech, and it is about as far from a barrier island as Florida gets.

The city grew into that ground slowly. Sebring had 812 residents in 1920, 2,912 in 1930, 5,006 in 1950 and 10,729 in 2020. Just over a century of steady building rather than one boom, which means the housing stock here spans every era of Florida construction practice from 1912 to now, and the foundation under any given house depends heavily on which decade it came from.

None of that makes Sebring a difficult place to own property. It makes it a place where the failure modes are different, the warning signs are quieter, and a contractor who works mainly on the coast will read the site wrong.

The Idea That Explains Most of the Repairs Here

Water Here Does Not Run Off. It Goes Down.

On most Florida sites, a water problem announces itself. Something ponds. A low spot stays wet for two days after a storm. A slab edge stains. The owner sees it, and the diagnosis half writes itself.

Excessively drained sand does not do that. Put water on it and it goes straight down, quickly, and leaves nothing behind on the surface. A downspout discharging at a footing, an irrigation line that has been weeping for two years, a cracked service lateral, a pool backwash line, a slab penetration that was never sealed properly. On the coast every one of those makes a puddle. Here every one of those makes no visible mark at all.

But the water is still moving, and it is moving through clean, single grain, essentially cohesionless sand. Moving water in that material carries the material with it. That is internal erosion, and unlike settlement it is not a compression problem. It is a removal problem, and it runs continuously and silently for as long as the water source runs.

Then there is the second half. Clay soils arch. A void that opens beneath a slab in cohesive ground can bridge for years before anything shows. Clean ridge sand has almost no clay in it and effectively no cohesion, so it does not arch and it does not hold a shape. A void in this material ravels upward toward the surface. That is why the interval between nothing visible and something obviously wrong can be very short here, and why the crack that finally appears is usually much younger than the problem behind it.

So the first question on a Sebring property is almost never which pier to use. It is where is water getting into this ground, how long has it been doing it, and how much sand has already left. Close the path, replace what is gone, then decide what support the structure needs. In that order.

Off the ridge the conditions invert. Poorly drained soils, a seasonally high water table near the surface, and hydrostatic pressure become real. Same county, opposite problem, and it is one reason a county wide repair specification is wrong at one end or the other.

  • Cracking that appeared quickly rather than gradually, which in cohesionless sand often means a void reached the surface.

  • A pond, retention area or swale that has changed shape or stopped holding water.
  • Anything an inspector, insurer, adjuster or buyer has flagged, particularly on a property you are about to buy.

The recurring depression is the one to act on. On ridge sand a hole that refills itself is not a landscaping problem. It is material leaving from somewhere below, and the fill you keep adding is going to the same place.

Common Questions About Foundation Repair in Sebring

Why does being on the Lake Wales Ridge matter to my foundation?

Because it sets both the material and the water. The ridge is an ancient beach and dune system that has stood above sea level for over a million years, and the Southwest Florida Water Management District puts the surficial deposits at greater than 250 feet thick in the ridge areas of Polk and Highlands counties. That means deep, clean, well sorted quartz sand with very little clay in it, and it means there is no shallow rock to found on. Load has to be carried by the sand, and the sand has to be characterized rather than assumed.

I have no standing water anywhere. Can I still have a water problem?

Yes, and on ridge ground that is the normal case rather than the exception. The soil survey classes the ridge series as excessively drained, which means water put on the surface goes down rather than sideways and leaves nothing visible behind. A leaking irrigation line, a downspout discharging at a footing or a cracked service lateral will not pond here. It will infiltrate, and on the way down it will carry sand with it. The absence of standing water is not evidence that you do not have a water problem. On this ground it is the expected result of one.

Is there rock under my house?

Not within any depth that a foundation repair would normally reach on the ridge. This is the opposite of the situation in Hernando or Pasco County, where limestone is often close enough to matter. Here the sand column is very deep, so pier and pile capacity is developed largely through friction along the shaft rather than by landing on a bearing layer. That is a different design calculation and it needs borings behind it, because there is no rock to stop on and confirm you have arrived.

What about sinkholes in Highlands County?

Karst is present across central Florida and Highlands County is not exempt from it, but the way it expresses itself depends on how much material sits above the limestone. Where the cover is thick, movement tends to be gradual subsidence rather than a sudden collapse, which is slower and easier to live with but also harder to notice early and more expensive by the time it is obvious. Distinguishing karst related movement from a surface water problem or from ordinary settlement is exactly what the investigation is for, and the three call for different repairs.

Do you perform soil borings, or just look at the structure?

We perform borings. A visual inspection tells you what the structure is doing. It does not tell you what is beneath it, and on ground with no shallow rock that is the entire question. Borings establish sand density with depth, whether there are looser zones or evidence of voids, where the water table actually sits at your address, and what capacity a pier or pile can develop. On deep sand a repair depth chosen without that data is a guess with a price attached.

Is my problem clay?

Almost certainly not, and this is worth being clear about. Ridge soils are quartz sand with minimal clay content, which is why they drain the way they do. Expansive clay that swells and shrinks with moisture is a real foundation problem in other parts of the country and it is not what is happening on the Lake Wales Ridge. If a report tells you your Sebring house is moving because of clay, ask what borings it is based on, because the far more likely explanations here are loose or poorly compacted sand, material lost to internal erosion, or a void.

Do I have a foundation problem or a drainage problem?

On this ground the honest answer is that a great many foundation problems here are drainage problems that have been running long enough to move soil. That is not a reason to skip the structural work, because the material that has left has to be replaced and the structure may need support. It is a reason to find the water source first, since underpinning a building while water continues to carry sand out from beneath it treats the symptom. Borings, an elevation survey, the crack pattern and a look at every water path on the property are what separate them.

My house is on a lake. Does that change anything?

It does. Lakefront and near lake property sits in the transition between the deep dry ridge profile and a water table that is close to the surface and that moves with lake level. Lake Jackson alone covers a little over 3,200 acres. That transition can produce seasonal movement, bank stability questions on sloped lots, and conditions that change measurably across a single footprint. A boring programme on a lake lot has to be laid out to catch that variation rather than to confirm one hole.

I am buying a property here. What should I have checked?

Whether the lot was cut, filled or left at natural grade, and what the fill was if there is any. Every water path on the property, including irrigation, downspouts, the service lateral and the pool equipment, since those are the usual culprits and none of them will be leaving a puddle. Any depression that has been filled before. What the foundation actually is and what era it is from. Ask for prior engineering, permits and repair records, and read them rather than trusting them. An independent engineering opinion before closing is inexpensive relative to what a void repair costs after.
