Why Port Charlotte Foundations Fail Differently

Start with the jurisdiction, because it is unusual. Port Charlotte is not a city. It is an unincorporated community and census designated place, governed by the Charlotte County Board of County Commissioners. There is no municipal building department here. Every permit, every inspection and every floodplain determination goes to the county.

Then the ground. Port Charlotte was developed in the 1950s by General Development Corporation under the Mackle brothers, part of the same Florida land boom that produced Cape Coral. It was platted at enormous scale, with canals cut and lots laid out ahead of the houses. It covers about 32 square miles, roughly four of which are water, at an elevation of about 10 feet on the north end of the Charlotte Harbor estuary.

Fill placed during that era was not placed under modern engineered fill standards with lift control, compaction testing and density verification. It settles unevenly, holds water, and washes out where a canal bank or seawall has failed. That alone accounts for a lot of the movement we find in original stock.

But the thing that makes Port Charlotte genuinely different is the storm history. Hurricane Charley made landfall near Charlotte Harbor on 13 August 2004 as a Category 4 with 145 mile per hour winds, and destroyed almost half the homes in the county. Hurricane Ian came ashore on 28 September 2022, also a Category 4, with the eye passing through southeastern Port Charlotte at 115 mile per hour sustained winds and a 132 mile per hour gust.

That means the housing stock here divides into two groups, and both need looking at carefully. Original construction that rode out both events carries accumulated racking, loosened connections and cracking that was never properly assessed. Post 2004 rebuilds went up fast, in a labor shortage, sometimes on original footings and sometimes on new pads over old fill. Wind racks a structure. It loosens connections, opens joints and cracks walls from the top down. Water scours soil out from under slabs and behind seawalls, and the structure moves from the bottom up. Both produce cracks. They are not the same failure, and they do not take the same repair.
