The work is usually standing water that will not leave, moisture coming up through a slab, hydrostatic pressure against below grade concrete, sand disappearing from under a slab or a walkway rather than pooling on top of it, salt staining and spalling on concrete, or the water half of a problem somebody has already been told is a foundation problem.
The difference is not the trench or the membrane. The difference is deciding what is actually wrong before anything is installed, and on this island it is also deciding what not to do. Signs You Need Drainage and Waterproofing on Anna Maria Island

The last three matter more here than anywhere on the mainland. Island sand is very rapidly permeable, so a leak leaves no puddle while it carries material away. Water that shows up as a wet spot is the easy version. Water that shows up as a void is the expensive one.
Seven Miles of Sand With Water on Every Side
Anna Maria Island runs roughly seven miles north to south and is bounded on all four sides by water. The Gulf of Mexico is to the west, Tampa Bay to the north, Anna Maria Sound to the east, and Longboat Pass to the south. There is no direction in which water leaves this island and goes somewhere inland. There is no inland.
That single fact changes the whole problem. On the mainland a drainage design asks where the low point is and routes water to it. Here every low point is a shoreline, and every shoreline is tidal. A discharge line pointed at the Sound is pointed at a water body that rises and falls twice a day, and the ground between your slab and that shoreline is a continuous, highly permeable body of sand and shell that connects the two.
What that means in practice is that the water under your house and the water in the Sound are not two separate things. They are the same body, with a slope between them. Change the level of one and you have changed the other. That is not true on the mainland and it is why island drainage advice that came from the mainland tends to be wrong.
Rainfall does not help. The Bradenton normal for 1991 to 2020 is 56.28 inches a year, and nearly two thirds of it, just over 35 inches, falls between June and September. August alone normals at 10.07 inches. So the wet season delivers most of the year in four months, onto ground that is already connected to the sea on four sides.
Surface Water
Grade, collection and conveyance. The Florida Building Code requires the ground to fall six inches within the first ten feet from the foundation, and two percent on impervious surfaces. On a flat island lot that is often physically impossible without a drain, which the code anticipates and allows.
Water Already Under the Slab
Hydrostatic pressure and capillary movement through porous concrete. No amount of surface drainage touches it. And here it is worse than on the mainland, because the water reaching the slab is not necessarily fresh.
Material Leaving
Sand carried out from under a slab by water moving through it. This is removal, not compression, and it is the failure mode islands produce most. Piers fix compression. Only stopping the water fixes removal.
You Cannot Dewater a Barrier Island
The standard answer to a wet site is to lower the water table. Trench it, pump it, get the water down and keep it there. On a barrier island that answer is not merely ineffective. It makes the underlying condition worse, and the reason is a piece of hydrogeology that is a century old and very well established.
Fresh water is lighter than salt water, so on an island the rain that soaks in does not mix with the sea. It floats on it, in a lens, thickest under the middle of the island and thinning toward every shore. The relationship between the two is called the Ghyben Herzberg relation, and the USGS states it plainly: for every foot of fresh water standing above sea level, there is about forty feet of fresh water below sea level holding the salt water down.
Read that the other way around, because that is the direction that matters to you. Lower the water table by one foot and the fresh water beneath it thins by roughly forty feet. The salt water underneath rises to take its place. That is the mechanism by which coastal wells go brackish, and on a seven mile island it does not take much pumping to move an interface.
Now connect it to your building. Salt water carries chlorides. Chlorides reach reinforcing steel. Corroding steel occupies more volume than the steel it replaced, so it cracks and spalls concrete from the inside out. A dewatering scheme that draws the interface up toward your footings has quietly changed the water your foundation sits in from fresh to brackish, and it will be years before anybody connects the rust to the pump.
So the honest approach on this island is the opposite one. Do not try to lower the water. Seal the structure so the water cannot reach it, control where surface water goes so it is not concentrated at one point, and lift and discharge only what actually has to move. Leave the lens alone. That is a harder sell than a trench and a pump, and it is the correct answer.
Sand and Shell, and Water That Moves Through It Fast
The dominant barrier island soil along this coast is the Canaveral series, and the survey description explains most of what an owner notices.
It formed in thick marine deposits of sand and shell fragments, on low dune like ridges and side slopes bordering depressions and sloughs. The shell content is the distinguishing feature, running as high as 10 to 60 percent by volume in some part of the profile, with fragments from sand size up to about a centimetre.
The drainage class is somewhat poorly to moderately well drained with very rapid permeability, and the water table sits 10 to 40 inches below the surface for periods of two to six months or more. Very rapid permeability is the phrase to hold onto. It means water does not sit on this ground, it goes straight down through it, and it is capable of taking loose material with it.
That is why the diagnostic question on this island is different. On clay you look for where the water is standing. On sand and shell you look for where material has gone, because the water that caused the problem left no evidence of itself at all. A settled corner with a dry yard is a completely coherent island symptom, and it usually means borings before anything else.
Who Reviews the Work Depends on the Block
Anna Maria Island is not one jurisdiction. It is three, on seven miles. Anna Maria occupies the north end, Holmes Beach the middle, and Bradenton Beach the south, and each is a separate municipality with its own building department and its own floodplain administrator.
For most trades that is a permitting inconvenience. For flood related work it is more than that, because the person who makes a substantial damage or substantial improvement determination is a local official, and which local official depends on which city your parcel sits in. Two houses of similar age and similar condition, a mile apart on the same island, can go through that process with different administrators.
We are not going to tell you how your city will rule. Nobody honest can. What we will do is tell you what we find, put it in writing, and design the work so it survives the review rather than assuming it will not be looked at.

The Fifty Percent Rule
Anna Maria Island took serious damage in the 2024 storm season, and a great deal of the work happening on it since has been governed less by what an owner wants to do than by a threshold in the National Flood Insurance Program.
Substantial improvement means any reconstruction, rehabilitation, addition or other improvement where the cost equals or exceeds 50 percent of the market value of the structure. Substantial damage means damage of any origin where the cost of restoring the structure to its before damaged condition would equal or exceed 50 percent of that same market value.
Two details catch people out. The 50 percent is measured against the market value of the structure only, not the land and not the pool, the dock or the fence, which on an island lot means the denominator is far smaller than the number on the tax bill. And the determination is made by the local floodplain official, not by the owner and not by the contractor.
If the threshold is met, the structure has to be brought into compliance with the flood requirements for new construction in its zone, which generally means elevation to or above base flood elevation with the applicable freeboard, flood resistant materials below that level, and relocated utilities. That is a different project from the one most owners set out to do, and it is worth knowing which project you are in before you commit to a scope. What the Work Actually Is
Foundation Masters developed the first true engineered waterproofing system in Florida to solve these issues. The process is four steps and it does not vary much.
- Excavating a trench to roughly 12 inches below the slab edge to expose the footer and wall
- Applying the Seal Tight Waterproofing System to protect below grade concrete and footings
- Designing engineered drainage piping or sump discharge to safely redirect water away from the structure and the underlying soils
- Installing gutters and grading corrections to control surface runoff
This stops moisture intrusion, prevents soil erosion, and helps reduce settlement risk under Anna Maria Island properties. What we do not do here is install a French drain and call it solved. A French drain is a pipe in a gravel trench that moves water by gravity to a lower point. On this island the pipe sits in the lens, there is no lower point that is not tidal, and a trench through very rapidly permeable sand is an excellent way to concentrate flow and start moving material. It has to daylight or be pumped, and on most island lots it can do neither.
Anna Maria Island and Manatee County
The useful question on this island is not which street you are on. It is how far you are from a shoreline, and which side of the island that shoreline faces.
Anna Maria, the North End
Pine Avenue, Bean Point, the north end streets between the Gulf and Tampa Bay. This is the narrowest part of the island and the part with water on the most sides, which means the lens beneath it is at its thinnest and a lot has less room between the fresh water and the salt water than the same lot would have further south.
Holmes Beach, the Middle
The widest section, the canal neighborhoods on the bay side, and the largest residential population on the island. Canal frontage adds a tidal edge in the middle of a block rather than only at the shoreline. Detail for this city is on the Holmes Beach page.
Bradenton Beach, the South End
Bridge Street, Cortez Road, the Historic District and the stretch down to Longboat Pass. A pass is a place water is squeezed, and water moves fastest where it is squeezed, so the south end deals with the most active edge on the island.

Why does my yard flood even with drains installed?
Barrier islands have shallow groundwater and flat grades. After heavy rain or high tide, soils saturate and drains cannot empty because groundwater is already near the surface. A drain is a path to somewhere lower, and on a seven mile island every lower point is a tidal shoreline.
Why is my slab letting moisture through?
Many older homes were built with slabs at or near grade. When storms drop several inches of rain quickly, the water table can rise and contact the slab, degrading vapor barriers and wicking moisture through concrete. Concrete is porous, so once the water table reaches it, capillary movement does the rest without any crack being involved.
Can you waterproof an existing home on Anna Maria Island?

Do tides and storm surge affect my property on Anna Maria Island?
High tides and coastal surges can raise nearby groundwater and reduce infiltration. Properly engineered drainage and waterproofing decouple the slab from groundwater pressure and route water to safe discharge. On an island the tidal influence is not only at the shoreline, because the sand between your lot and the water conducts it inland.

Use the FEMA Flood Map Service Center or Manatee County Floodplain Management. Note that your parcel is administered by your city rather than the county, so the determination on a specific structure comes from Anna Maria, Holmes Beach or Bradenton Beach.
Should I just pump the water table down on my lot?
No, and this is the most important thing on this page. The fresh water under a barrier island floats on salt water, and the USGS puts the relationship at roughly forty feet of fresh water below sea level for every foot standing above it. Drop the water table a foot and you thin the fresh layer by about forty, and salt water rises to fill the space. That puts chlorides nearer your footings, and chlorides are what corrode reinforcement and spall concrete. Seal the structure instead and move only the water that actually has to move.
Do you install French drains on the island?
No. It has to daylight or be pumped, and on an island lot it can usually do neither. Worse, a gravel trench through very rapidly permeable sand and shell concentrates flow, and concentrated flow through loose sand is how voids start. If somebody is quoting you a French drain here, ask them where the far end of it goes.
My yard is dry but a corner of the house has dropped. How?
That is the classic island pattern and it is removal rather than compression. Canaveral sand is very rapidly permeable, so water moving under a slab carries material out and leaves no puddle behind as evidence. The building settles into the space that is now missing. Piers address compression and will not stop removal, so the water has to be dealt with either way, and we would want borings before recommending a repair.
Does the fifty percent rule apply to drainage and waterproofing work?
It can, because the threshold counts the cumulative cost of improvement against the market value of the structure alone, and only your local floodplain official can make that determination. On a modest island structure the denominator is smaller than owners expect. Ask your city before you scope a large project, not after.
Why is the concrete near grade rusting and flaking?
Chlorides reaching the reinforcing steel. Corroding steel takes up more volume than the steel it replaced, so it cracks concrete from the inside and pushes the surface off. On the island the chlorides come from salt spray, from surge events, and from brackish groundwater. When the Water Has Already Done Damage
Water that has been moving under a structure long enough stops being a drainage question. If sand has been carried away, or if chlorides have reached reinforcement, the repair is structural and the drainage work is what stops it happening again.

Get a Drainage and Waterproofing Inspection on Anna Maria Island
Because Florida has no statewide waterproofing code, you need people who understand local soils, fluctuating water tables and coastal pressures. What the code does require is narrower than most owners think. The Florida Building Code requires grading that falls six inches within the first ten feet of the foundation, and two percent on impervious surfaces within that distance. It requires a real foundation drain only where a foundation both retains earth and encloses habitable or usable space below grade, which a Florida slab on grade house never does. Outside a mapped flood hazard area there is no minimum finished floor elevation above adjacent grade and no elevation certification. On this island almost nothing is outside one, so the flood rules that do apply here carry more weight than the building code rules that do not.
Inside a flood hazard area the lowest floor has to be at or above base flood elevation plus one foot, with certification at lowest floor placement and again at final inspection. That is the requirement the fifty percent rule pulls an older structure into.
Under new slabs we detail vapor retarders to ASTM E1745, which caps water vapor permeance at 0.1 perms across all classes and requires 45 pounds per inch tensile and 2,200 grams puncture resistance for Class A. The 2021 IRC raised the residential requirement to a minimum 10 mil Class A sheet with 6 inch lapped joints.
Inspections are free. We would rather tell you the repair is drainage than sell you a pier scheme you did not need, and on this island we would rather talk you out of a dewatering scheme than take the money for one.
