What Makes Hillsborough County Different
Hillsborough is 1,266 square miles, of which 1,020 is land and 246 is water. Its population went from 646,960 in 1980 to 1,459,762 in 2020. And here is the fact that surprises people who have lived here for years. The whole county contains only three incorporated cities, Tampa, Plant City and Temple Terrace. Brandon, Riverview, Valrico, Carrollwood, Lutz, Ruskin, Seffner and Westchase are all unincorporated. More than two thirds of the county population lives in unincorporated Hillsborough.
That matters practically, because for most people here the permitting route is Hillsborough County rather than a city building department. But it also points at what really distinguishes this county structurally. Everything got built here, across every era, mostly outside a city, over more than a century.
Which means Hillsborough has all four residential foundation types in quantity, and they fail differently and get repaired differently.
The oldest stock is pier and beam. Brick or block piers under a wood framed floor with a crawl space beneath. That is Ybor City, Hyde Park, Seminole Heights, parts of old Plant City and West Tampa. When those move you are dealing with individual piers settling, sill and girder rot, inadequate original pier spacing, and moisture in the crawl space. The repair is pier correction and supplemental support, not slab lifting, and half the time the real problem is water management under the house.
Then came concrete block on a shallow continuous footing, which covers a great deal of the post war and mid century suburbs. Those show stair step cracking through the block when a footing settles differentially, and they underpin conventionally and predictably.
Then the monolithic slab, the standard through the eighties, nineties and two thousands across Brandon, Valrico, Riverview, Westchase and the bay shore. Slab on grade with a thickened edge, poured as one piece. Those crack through the slab, dish under interior loads, and separate from lanais and additions poured later.
And then the post tensioned slab on newer construction, which is a genuinely different animal and the subject of the next section, because getting it wrong is not just expensive. It is dangerous.

Do Not Let Anybody Drill Your Post Tensioned Slab Blind.
A post tensioned slab is not a thicker ordinary slab. Steel tendons run through it inside ducts or sheathing, and after the concrete cures those tendons are tensioned with hydraulic jacks so the slab is held permanently in compression. It is an efficient system and it performs well. It is also live.
Those tendons carry stresses of 30,000 psi or more. Cutting one without knowing it is there can cause it to recoil violently, which is a serious safety hazard to whoever is holding the saw or the core drill. Beyond the immediate danger, severing a tendon reduces the load bearing capacity of the slab and turns a contained repair into a structural problem requiring tendon replacement or splicing.
So before anything is cored, sawn or anchored into a post tensioned slab, the tendon layout has to be established. That means obtaining the construction documents showing tendon locations and anchor points where they exist, and scanning the slab, typically with ground penetrating radar, to locate what is actually in it. Then a cutting plan that avoids the tendon paths, and verification afterwards.
This is not exotic. It is standard practice for anyone who works on these regularly. But it is worth knowing as a homeowner, because a great deal of newer Hillsborough construction sits on post tensioned slabs, and the honest question to ask any contractor proposing interior work is a simple one. How will you establish where the tendons are before you drill. If the answer is vague, that is your answer.

Historic Tampa: Ybor City, Hyde Park & Seminole Heights

The mid century expansion, mostly concrete block on shallow continuous footings, including older Brandon and the established neighbourhoods ringing the city.
Stair step cracking through block walls, differential footing settlement, drainage laid out to a much smaller county, mature tree canopy affecting soil moisture, and carport and porch conversions on separate footings.
The Slab Era: Brandon, Valrico, Riverview & Westchase
The large 1980s through 2000s subdivisions, predominantly monolithic slab on grade, plus Apollo Beach and the bay shore communities.

Warning Signs in Hillsborough County
- Stair step cracking in block or masonry, particularly at corners and above openings.
- Cracks that are widening, or weathered cracks reopening after they were patched.
- Floors that bounce, sag or slope in an older pier and beam home.
- Doors and windows binding or dropping out of square, often on one side of the house only.
- A slab that sounds hollow when tapped in one area, or has dished under an interior load.
- Separation between the main house and a lanai, garage, porch or addition.
- Standing water or a musty smell in a crawl space, or visible deterioration at a sill or girder.
- Water standing against the foundation after rain, or a downspout discharging at the wall.
- A circular or oval depression appearing in a lawn, a landscape bed or a retention area.
- A pool deck, patio or driveway settling at an edge, which usually means a void below.

- Anything an inspector, insurer, adjuster or buyer has flagged as possible sinkhole activity.
If you know the house is on a post tensioned slab, say so early. It changes how any interior work has to be approached.

Common Questions About Foundation Repair in Hillsborough County
Why does my foundation type matter as much as my soil?
Because it determines what the repair physically is. Hillsborough has housing from the 1880s to the present, which means all four common residential foundation types exist here in quantity. A pier and beam house over a crawl space needs pier correction and supplemental support. Block on a shallow footing underpins conventionally. A monolithic slab may need lifting and void filling. A post tensioned slab cannot be drilled at all until the tendons are located. Same soil, same symptoms, four different jobs.
How do I know if my house has a post tensioned slab?
Newer construction is the first clue, and there are often small patched circles around the slab edge where the tendons were stressed and the ends sealed. Many homes have a warning plate or stamp at the garage or utility area. The permit file or the builder documents will say, and where tendon layout drawings exist they are worth obtaining. If there is any doubt we establish it before anything is cut, because assuming a slab is conventional and being wrong is the expensive way to find out.
What happens if a post tension tendon is cut?

My older house has a crawl space. Is that a problem?
Not in itself, and a crawl space is often easier to work in than a slab. What it does mean is that the failure modes are different. Individual piers settle rather than the whole floor dropping, original pier spacing was sometimes generous by modern standards, and sills and girders can deteriorate where moisture has been sitting for decades. Bouncing or sagging floors in a Seminole Heights or Hyde Park bungalow are frequently a support and moisture problem rather than a soil failure, and that is a considerably less expensive thing to fix.
Who issues the permit for foundation work?
Usually Hillsborough County, because there are only three incorporated cities in the whole county, Tampa, Plant City and Temple Terrace, and more than two thirds of county residents live in unincorporated areas. Brandon, Riverview, Valrico, Carrollwood, Lutz, Ruskin, Seffner and Westchase all permit through the county. If the property is inside Tampa, Plant City or Temple Terrace, that municipality reviews it instead. We prepare sealed drawings, calculations and reports for whichever authority has jurisdiction and coordinate the review.
Do I have a sinkhole or just settlement?
That is the question the investigation exists to answer, and it cannot be answered from the cracks alone. Settlement into fill, a slab bridging a soft spot, an addition on different footings and a drainage problem can all produce cracking that looks alarming. Genuine void formation looks different in the subsurface data even when it looks similar on the wall. Borings, an elevation survey, the crack pattern and the history of the site are what separate them. We would rather tell you it is drainage than sell you piers you did not need.
Is Hillsborough County a sinkhole area?
Hillsborough is one of the three counties Florida refers to as Sinkhole Alley, so void formation belongs on the list a competent investigation rules out, particularly toward the northern and eastern parts of the county. That is not the same as saying your cracks are a sinkhole. Across a county of this size, fill settlement, drainage and differential movement between parts of a structure account for a large share of what we see. The way to tell the difference is borings and an elevation survey, not an opinion offered from the driveway.
Do you perform soil borings, or just look at the house?
We perform borings. A visual inspection tells you what the structure is doing. It does not tell you what is beneath it. Borings establish fill depth and character, where competent bearing begins, whether soft or organic material is present, where the water table sits, and whether the profile changes across the footprint. Combined with identifying what the foundation actually is, that is the complete picture, and neither half of it is optional.
Which repair methods do you use in Hillsborough County?

Do you handle drainage as well as the structure?
Yes, and on a fair number of Hillsborough properties drainage is the actual repair rather than an addition to it. Water discharging against a foundation, a lot that no longer sheds the way it was graded to, a failed area drain and hydrostatic pressure after heavy rain will keep working on a structure regardless of what has been installed underneath it. In a crawl space it is often the whole problem. Correcting the water is frequently what makes the structural repair permanent.
My house is only a few years old. Can it still have a foundation problem?
Yes, and the newer communities have their own pattern. Fill placed during construction continues to consolidate for some time afterwards, so early settlement is not unusual across the newer south and east county developments. Site drainage often has not fully established and stormwater systems take time to bed in. If the movement is happening inside the builder warranty period it is worth documenting properly and promptly, because an engineering report carries considerably more weight in that conversation than a complaint does.
How disruptive is the work, and do we have to move out?
In most cases you stay in the house. Pier installation is worked from the exterior wherever the access allows, and interior work is sequenced room by room so the house stays usable. Crawl space work is largely out of sight. Grouting and slab work are noisier and dustier for a shorter period. We set the sequence at the design stage and tell you what each phase looks like before it starts rather than after.
Are your foundation systems warrantied?
Yes. Helical pier systems include a 25 year transferable warranty, and concrete or timber piling systems include a 15 year warranty. Transferable matters, because it is a benefit that follows the property to the next owner rather than expiring with you. What does foundation repair cost in Hillsborough County?
Costs vary with the cause, the foundation type, the repair method, depth to competent bearing, the size of the affected area, access around and under the structure and engineering scope. Depth and access are usually the two largest drivers, which is why we investigate before we price rather than quoting off a walk around.
