Ground With a History Rather Than a Geology

What Makes Redington Beach Different

Charles E. Redington arrived on this stretch of barrier island in 1926 and built a house here in 1935, on ground that had been essentially unpopulated. He opened a sales office in November 1937 at Gulf Boulevard and 157th Avenue. Residents voted to incorporate in November 1944 and the town received full self governance in 1945. On 3 January 1945 Redington deeded three Gulf easements to the new town, on the view that owners, their guests and visitors should have permanent access to the beach.

That is the town. The part that matters structurally came next. Research on 1942 aerial photography documents that dry sand areas dredged out of Boca Ciega Bay were turned into homesites between 161st and 164th Avenues. More broadly, between the late 1940s and the 1960s finger fill expanded the footprints of Clearwater Beach, Belleair Beach, the Redingtons, Madeira Beach, Treasure Island and St Pete Beach. Boca Ciega Bay was designated an aquatic preserve in 1968 specifically to stop the practice.

Look at the population figures against that timeline. Redington Beach had 384 residents in 1950 and 1,368 in 1960. The town more than tripled in the decade the land was being manufactured. The peak was 1,708 in 1980, and the 2020 count was 1,376. In other words the growth decade and the fill decade are the same decade, and a great many of the houses here sit on ground that was bay bottom within living memory.

Today the town covers 1.31 square miles, of which only 0.36 square miles is land and 0.95 square miles is water. Nearly 72 percent of the municipality is water. The mean elevation is about 3 feet. Three separate incorporated towns share this short stretch of island, Redington Beach with 0.36 square miles of land, North Redington Beach incorporated in 1953 with 0.26, and Redington Shores incorporated in 1955 with 0.33. That is three municipalities, three building departments and less than one square mile of land between them.

None of that makes Redington Beach a bad place to own property. It makes it a place where the investigation has to establish what is under the structure rather than assume it, because the answer is not the same on every lot and it is not always what the surface suggests.

The Idea That Explains Most of the Repairs Here

Manufactured Ground Has No Geology. It Only Has a History.

Natural ground can be looked up. Soil surveys, mapped units, known formations, published behaviour. You still drill it, but you start with an expectation.

Hydraulically placed fill has none of that. Its density is a function of how it was pumped out of the bay and where it landed, not of anything geological. It was placed decades before modern compaction specifications, before density testing was routine on this kind of work, and in most cases without anybody recording what went in or how deep. Two borings a hundred feet apart on the same street can find completely different material, because the answer depends on where the discharge pipe happened to be that week.

The second half matters more. Fill was placed on top of the bay bottom, and the bay bottom is still down there. Soft, fine grained, often organic material, now buried under several feet of sand and carrying the weight of everything above it. That buried layer is compressible, it consolidates slowly, and it is completely invisible from the surface. A house can sit quietly for forty years and then move, because consolidation runs on its own timescale and a load change, a dewatering event or a storm can restart it.

This is why a pier scheme designed from the crack pattern alone is a guess here. If the piers stop in loose fill they have not reached anything. If the real problem is a compressible layer under the fill, the depth those piers need is set by where that layer ends, and there is exactly one way to find out where that is.

So on a bayside lot in Redington Beach the first question is not which system to install. It is what is actually under this building, how deep does it go, and what is beneath that. Everything else follows from the answer.

  • Settlement that appears across one part of the structure only, which often marks a boundary in the ground rather than a problem in the building.
  • A seawall or bulkhead that has leaned, cracked or opened a joint, with soil disappearing behind it.
  • A depression, soft spot or void forming near a seawall, a pool deck, a dock or a stair landing.
  • Sand washed out from around a piling, a footing or a slab edge.

Movement that appears on one half of a house is worth attention rather than alarm. It usually means the ground changes underneath it, and that is a solvable problem once you know where the change is.

Common Questions About Foundation Repair in Redington Beach

Why does it matter when my lot was created?

Because it tells you what kind of question you are asking. Original barrier island ground is loose sand with a known and fairly consistent character. Placed fill is material that was pumped out of Boca Ciega Bay and deposited on top of the bay bottom, mostly between the late 1940s and the 1960s, before compaction standards applied to that work. Its density depends on how it was placed rather than on anything geological, and there is usually a softer original bay bottom buried underneath it. Those two situations need different investigation and often different repair depths.

What is finger fill and how do I know if I am on it?

Finger fill is the practice of dredging bay bottom and using the spoil to build out new waterfront lots, usually in a comb shaped pattern of peninsulas with canals between them. Across the Pinellas beaches it expanded the footprints of Clearwater Beach, Belleair Beach, the Redingtons, Madeira Beach, Treasure Island and St Pete Beach between the late 1940s and the 1960s. The shape of the lots is the first clue, and historic aerial photography usually settles it. Borings settle it conclusively, and they also tell you the part the aerials cannot, which is how deep it goes.

Is my problem the fill, or something underneath the fill?

Both are common and they behave differently. Loose fill compresses under load fairly promptly and tends to show up early in the life of a structure. A compressible layer buried beneath the fill consolidates slowly and can produce movement decades later, often triggered by a load change, a dewatering event or a storm. The distinction matters because it sets how deep a pier has to go. A pier that stops inside the fill has not reached anything, and a pier that stops on top of a soft buried layer will follow it down.

Why does a seawall matter to my foundation?

Because on a canal or bay lot the seawall and the structure behind it are one system, and on a filled lot the seawall is also the only thing holding the fill in place. A wall that has leaned, cracked or opened a joint lets material leave the property through that joint on every tide cycle. That is removal rather than compression, it leaves a void that migrates back toward the structure, and it does not stop on its own. Underpinning a building while a failing bulkhead continues to drain the lot addresses the symptom and not the cause, which is why we evaluate both and handle the seawall work in the same company.

Do you perform soil borings, or just look at the structure?

We perform borings, and on this island they are not optional. A visual inspection tells you what the structure is doing. It does not tell you what is beneath it, and here that is the whole question. Borings establish how deep the fill goes, how dense it is, what is under it, whether that material is compressible, where competent bearing exists, and where the water table sits relative to tide. Pile capacity in loose or placed material is a calculation that needs real data behind it rather than an assumption.

Why is corrosion such a large issue here?

Because chlorides reach the reinforcement through salt air, splash and brackish groundwater. Steel that begins to corrode occupies more volume than the steel it replaced, and that expansion cracks and spalls the concrete from the inside out. It appears first as rust staining, then as a delaminated area that sounds hollow, then as exposed bar. On exposed elements, seawall caps, dock structures, stairs, decks and slab edges it is the dominant deterioration mechanism here, and it runs at nothing like the same rate a few miles inland.

Who permits foundation work in Redington Beach?

Redington Beach is its own incorporated town with its own building department, so the Town of Redington Beach reviews the work rather than Pinellas County. North Redington Beach and Redington Shores are separate towns with their own review, so a contractor working across the three is dealing with three authorities. Marine and waterfront structures can involve additional agency review, and where a property sits seaward of the state Coastal Construction Control Line there may be a permit required from the Florida Department of Environmental Protection as well.

Do I have a foundation problem or a drainage problem?

That is the question the investigation exists to answer, and on a flat island site at roughly three feet of elevation it is a fair one. Settlement in fill, consolidation of a buried layer, washout beneath a slab, a failing seawall and simple drainage can all produce cracking that looks alarming. Borings, an elevation survey, the crack pattern and the condition of the waterfront structures are what separate them. We would rather tell you the repair is drainage and seawall work than sell you a pier scheme you did not need.

Which repair methods do you use in Redington Beach?

My house is from the 1950s or 1960s. Does that change anything?

It changes what we look for. Houses from that period here are typically slab on grade at low elevation with shallow footings, built to the standards of the day and often on ground that had been placed only a few years earlier. That combination means the structure and the fill beneath it have been consolidating together for their whole life, and it also means the original drainage design assumed a grade and a rainfall pattern that may no longer apply. None of that is a defect. It is context, and it usually explains more of what we find than the crack pattern does.

I am buying a property here. What should I have checked?

Whether the lot is original ground or placed fill, and how deep the fill goes if it is. The condition of the seawall or bulkhead if there is one, and whether there is evidence of washout behind it. The condition of any exposed reinforcement. What the foundation actually is and whether it is elevated. What flood zone and elevation the structure sits at. Ask for prior engineering, permits and repair records, and read them rather than trusting them. An independent engineering opinion before closing is inexpensive relative to the values on this island, and a seawall nearing the end of its life is a large number to inherit unknowingly.

How disruptive is the work, and can it be done seasonally?

Most of it is exterior, which on a seasonal or second home is a considerable advantage. Pier and pile installation is worked from outside wherever the access allows, seawall work is entirely exterior, and interior work is sequenced room by room. Access on a narrow island with small lots and limited staging room is a genuine planning constraint rather than an afterthought, so we work that out at the design stage and tell you what each phase looks like before it starts.

Are your foundation systems warrantied?

Transferable matters here, because it is a benefit that follows the property to the next owner rather than expiring with you.
