What Makes Tampa Commercial Property Different

Start with the chemistry, because it is the thing that separates this market from inland Florida. On a coastal site, chlorides reach the reinforcement inside concrete through salt air, splash, and brackish groundwater. Which brings up the second difference, and it is the one most Tampa Bay boards have not caught. Florida requires a milestone inspection of condominium and cooperative buildings three habitable stories or more, by 31 December of the year the building reaches 30 years old based on its certificate of occupancy, then every ten years. But local enforcement agencies may require that inspection at 25 years instead, where environmental conditions such as proximity to salt water justify it. An Orlando board plans around 30. A Tampa Bay board should find out which number applies to their building, because the difference is five years of planning and funding.

Then the ground. A great deal of commercial and industrial Tampa is made rather than found. Port Tampa Bay is the largest port in Florida, roughly 5,000 acres with 66 berths, and the ship channel was cut to 27 feet in 1929, 34 feet in the 1960s and 43 feet in the 1970s. Land grew alongside that dredging. Harbour Island was Seddon Island, and before that Grassy Island, dredged and built out as a port facility from 1906, and it still held a phosphate terminal with freight rail access until residential development began in 1985. Commercial buildings across the Channel District, the port district, Rocky Point, Westshore and the causeways sit on fill whose depth and quality vary from one parcel to the next.

And underneath all of it is karst. Hillsborough sits in the stretch of Florida with the highest concentration of sinkhole activity in the state, so subsurface void formation stays on the list a competent commercial investigation rules out.

The Florida milestone inspection requirement applies to condominium and cooperative buildings of three habitable stories or more. The default trigger is 31 December of the year the building reaches 30 years old, measured from the certificate of occupancy, repeating every ten years after that.

But the statute lets a local enforcement agency require it at 25 years where environmental conditions such as proximity to salt water justify the earlier date. That provision was written for buildings exactly like the ones on this coast. If you are budgeting on the assumption of 30 and your jurisdiction has adopted 25, you are five years short.

Alongside it runs the structural integrity reserve study, required at least every ten years for residential condominium buildings three habitable stories or higher, covering the roof, structural members, fireproofing and fire protection, plumbing, electrical, waterproofing and exterior painting, windows and doors, and any other item with a deferred cost over 25,000 dollars. Since budgets adopted after 31 December 2024, associations required to obtain one can no longer vote to waive or reduce reserves for the components it identifies.

So find out which number applies to your building, and get the engineering done early enough that you are choosing a repair rather than reacting to a Phase Two finding. Confirm the applicable trigger with your local building official and your association counsel. Then call somebody who can actually do the work the report calls for.
