The middle three are the Apollo Beach pattern. Fill that was placed in one operation does not fail evenly, and material moving toward a canal leaves a void rather than a puddle.

Why Drainage and Waterproofing in Apollo Beach Is So Critical

The Canals Came First. The Land Is What Came Out of Them.

Paul Dickman bought close to 4,000 acres of the eastern shore of Tampa Bay in 1938 and called it Tampa Beach. It was farmland and marsh. Francis J. Corr bought it in 1957, renamed it La Vida Beach and then Apollo Beach in 1958, and after he died his sons built what has been described as the first finger wedge development on the Florida west coast.

The method is worth stating plainly because it is the whole story of the ground you are standing on. A dredge cut a canal. The material it pulled up was placed alongside to make land. The published history of the place puts it in those words: the family used fill from dredging the canals to create fingers of land with elevations high enough for homes to be built on. Bay Soundings describes the same technique across the region as producing islands just wide enough for a cul de sac road and houses on either side.

There are now roughly 55 miles of interconnected navigable canals here, averaging about seven feet deep in the center. The census puts the elevation of Apollo Beach at about three feet. So the buildable surface sits a few feet above the water, and the water is never far away, because on a finger it cannot be.

That geometry decides everything a drainage design can do. On a normal lot you have room to move water toward a low point that is a long way off. On a finger there is no away. Point a drain in any direction and you reach a tidal canal in a few tens of feet, and that canal is also the thing holding your water table where it is.

And it is worth knowing that the height itself was a decision. It was not a natural ridge and it was not engineered fill in any modern sense. It was a developer choosing, in the late 1950s and 1960s, how high was high enough, against the sea level and the storm record of that time.

Surface Water

Grade, collection and conveyance. The Florida Building Code requires the ground to fall six inches within the first ten feet from the foundation, and two percent on impervious surfaces. On a narrow finger lot that fall usually has to end somewhere, and where it ends is the design question.

Two

Water Already Under the Slab

Hydrostatic pressure and capillary movement through porous concrete. On a few feet of fill sitting over former bay bottom and marsh, the water table does not have far to rise before it is in contact with the slab.

Three

Material Moving

Loose hydraulic fill and a free draining face at the canal edge are the two ingredients for washout. Material leaves toward the water, the slab settles into the space, and nothing on the surface ever looked wet.

The Part Nobody Puts in a Quote

Whatever Is Under Your Slab Came Out of the Water Fifty Feet Away

Hydraulic fill is not a soil type. It is a placement history. Material is cut from a canal bottom, carried in suspension, and dropped where the water slows down. It sorts itself as it settles, which means it is layered rather than uniform, and it arrives at whatever density the process happened to produce rather than a density anybody specified.

Underneath it is what was there before. Farmland soil, marsh, tidal flat, organic material. That older surface was at or near sea level in 1957 and it did not get stronger when a few feet of sand and shell were dropped on top of it. It has been consolidating under that load ever since, and consolidation is slow, uneven, and largely invisible from the surface.

So a structure here can be sitting on two different problems at once. The fill can be loose enough to move when water travels through it, and the original ground beneath the fill can still be compressing. Those are opposite mechanisms with similar symptoms, and the repair for one does not address the other.

This is why we take borings in Apollo Beach more often than almost anywhere we work. Not as an upsell. Because the question of whether material is leaving or the ground is compressing cannot be answered from the driveway, and getting it wrong means installing a pier scheme that stops compression while water keeps carrying sand out from between the piers.

The honest sequence on a canal lot is water first, structure second. Find out where water is entering and where it is leaving, stop it, and then correct whatever movement has already happened. Underpinning a building whose fill is still washing out is an expensive way to buy time.

The Seawall Is Part of the Drainage System

The Edge Nobody Counts as Drainage

On a canal lot the seawall is not a landscaping feature. It is the retaining structure holding your fill in place against open water, and it is the single most likely place for that fill to leave.

Water moving through loose fill toward a lower free face will carry material with it. If a wall has an open joint, a failed panel connection, a corroded tieback, or weep holes that have blinded off, the fill behind it goes out through that opening a little at a time. What the owner sees first is not the wall. It is a dip in the lawn, a low spot on a patio, or a pool deck panel that has dropped, sometimes a long way back from the water.

Blinded weeps are the version that surprises people, because it looks like the opposite problem. A wall that cannot relieve pressure behind it holds water in the fill instead, and that raises the load on the wall and keeps the soil saturated against your foundation.

So on a canal property we look at the wall and the drainage as one system. Our seawall work, seawall permitting and sheet piling capability exist for exactly this reason, and where a wall is sound we would rather tell you so than sell you one.

Rain, and a Number Worth Correcting

What Actually Falls Here

The Tampa Bay normal for 1991 to 2020 is a little under 50 inches a year at Tampa International, with nearly two thirds of it arriving June through September. That is the honest figure for this side of the bay, and it is lower than the number that circulates locally.

You will also see three inches of rain in an hour quoted around here as an ordinary summer storm. It is not ordinary. That is close to the peak rate measured in events the National Weather Service treats as extremely rare. Designing to a figure that severe and calling it routine produces numbers that sound authoritative and are not, and an owner reading a proposal cannot tell the difference.

The useful statement is narrower. Rainfall here is heavy, concentrated into a four month season, and delivered onto ground with almost no relief and a canal within a short walk of every lot.

And the binding constraint is still not how much falls. It is canal stage at the moment it falls. A drain into a tidal canal on a high tide is not a drain.

Who Reviews the Work

There Is No City of Apollo Beach

Apollo Beach is an unincorporated census designated place in Hillsborough County, not a municipality. It has no city hall, no city building department and no city floodplain administrator. Permitting, inspection and flood determinations all run through Hillsborough County.

That matters more than it sounds. Owners here often assume there is a local authority to appeal to, or that a rule they heard about in Tampa applies to them. Tampa is a city with its own code administration. Apollo Beach is county jurisdiction, and the two do not always work the same way.

It also matters for the flood side. In a mapped flood hazard area the lowest floor has to be at or above base flood elevation plus one foot, with certification at lowest floor placement and again at final inspection, and the substantial improvement and substantial damage determinations that pull an older structure into that requirement are made by the county floodplain official rather than by you or your contractor.

Check your own zone through the FEMA Flood Map Service Center or Hillsborough County Find My Flood Zone, and confirm anything that turns on a determination with the county and with counsel.

What the Work Actually Is

Foundation Masters developed the first true engineered waterproofing system in Florida to solve these issues. The process is four steps and it does not vary much.

  • Excavating a trench to roughly 12 inches below the slab edge to expose the footer and wall
  • Applying the Seal Tight Waterproofing System to protect below grade concrete and footings
  • Designing engineered drainage piping or sump discharge to safely redirect water away from the structure and the underlying soils
  • Installing gutters and grading corrections to control surface runoff

This stops moisture intrusion, prevents soil erosion, and reduces settlement risk under Apollo Beach properties. Alongside it we handle catch basin and trench drain repair, subgrade stabilization and void filling where fill has already been carried out, vapor retarder work under new slabs, and seawall repair where the canal edge is part of the problem.

What we do not do here is install a French drain and call it solved. A French drain moves water by gravity to a lower point. On a finger lot the only lower point is a tidal canal, the pipe would sit close to the water table, and a gravel trench through loose hydraulic fill is an efficient way to concentrate flow through material that is already prone to moving. It has to daylight or be pumped, and on most lots here it can do neither safely.

The Original Finger Canals

The Golf and Sea Club area, Symphony Isles, Andalucia, Bimini Bay, Caloosa Yacht and Country Club and the older canal streets off Apollo Beach Boulevard. Made ground, a seawall on at least one boundary, and a tidal water table. This is the condition this page is written about.

The Inland Subdivisions

Mira Lago, Covington Park, Waterset, Southshore Falls and the newer construction east of US 41. Not dredge fill, but low relief, engineered stormwater ponds rather than canals, and a water table that still sits close to the surface in the wet season. Different mechanism, same need to know where the discharge goes.

Commercial and Association Property

Retail along US 41, marina and waterfront commercial, and the condominium and homeowner associations that own the seawalls, the stormwater ponds and the roads. Apollo Beach Drainage and Waterproofing

Why does my yard flood even with drains installed?

Flat terrain and shallow groundwater mean that after heavy rain or high tide, soils saturate and drains cannot empty because groundwater is already near the surface. On a canal lot there is a second reason. A drain is a path to somewhere lower, and if the canal it discharges to has come up, there is nowhere lower for it to go.

Why is my slab letting moisture through?

Many older homes were built with slabs at or near grade. When storms drop several inches of rain quickly, the water table can rise and contact the slab, degrading vapor barriers and wicking moisture through concrete. On a few feet of fill over former bay bottom, the water table does not have to rise far.

Can you waterproof an existing home in Apollo Beach?

Yes. Our Seal Tight System is engineered for coastal hydrostatic pressure to keep slabs dry. It is applied to the positive side, the face the groundwater actually touches, which is why it works on a structure that is already built rather than only on new construction.

Does Tampa Bay tidal water affect my property in Apollo Beach?

High tides can raise nearby groundwater and reduce infiltration. Properly engineered drainage and waterproofing decouple the slab from groundwater pressure and route water to safe discharge. Is my lot really built on dredge fill?

If you are on one of the original canal fingers, almost certainly. The development history is explicit that the family used fill from dredging the canals to create fingers of land at elevations high enough for homes. The newer subdivisions east of US 41 are a different story. A boring answers it for your specific lot in a morning, and it is worth knowing before anybody quotes you a repair.

One corner of my house has settled but the yard is dry. How?

Two candidates here and they are opposites. Either water is moving through loose fill and carrying material out toward the canal, which is removal, or the older ground under the fill is still consolidating under the load placed on it decades ago, which is compression. Piers address compression. Only stopping the water addresses removal. Telling them apart takes borings, and guessing is how an owner pays twice.

My seawall looks fine but the lawn behind it keeps dipping. Why?

Fill is leaving through the wall rather than over it. An open joint, a failed panel connection or a corroded tieback lets material out a little at a time, and the surface subsides well back from the water long before the wall itself looks wrong. The opposite failure also happens: weep holes that have blinded off stop relieving pressure, so water stays in the fill, the load on the wall goes up and the soil against your foundation stays saturated.

Do you install French drains in Apollo Beach?

No. It has to daylight or be pumped, and here the only place to daylight is a tidal canal. Worse, a gravel trench concentrates flow through loose hydraulic fill, which is the exact material that is already prone to moving. If somebody is quoting you a French drain on a canal lot, ask where the far end goes and what happens to it at high tide.

Why is the concrete near grade rusting and flaking?

Chlorides reaching the reinforcing steel. Corroding steel takes up more volume than the steel it replaced, so it cracks concrete from the inside and pushes the surface off. On a canal the chlorides come from brackish groundwater and from spray and surge. More on our steel corrosion page.

Standards and Next Steps

Get a Drainage and Waterproofing Inspection in Apollo Beach

Because Florida has no statewide waterproofing code, you need people who understand local soils, fluctuating water tables and coastal pressures. What the code does require is narrower than most owners think. The Florida Building Code requires grading that falls six inches within the first ten feet of the foundation, and two percent on impervious surfaces within that distance. It requires a real foundation drain only where a foundation both retains earth and encloses habitable or usable space below grade, which a Florida slab on grade house never does. And outside a mapped flood hazard area there is no minimum finished floor elevation above adjacent grade and no elevation certification.

Put plainly, on a typical Apollo Beach house the detail that would actually keep water out is not required and is therefore usually not there. We build it anyway, because the absence of a requirement is not the same as the absence of a problem.

Under new slabs we detail vapor retarders to ASTM E1745, which caps water vapor permeance at 0.1 perms across all classes and requires 45 pounds per inch tensile and 2,200 grams puncture resistance for Class A. The 2021 IRC raised the residential requirement to a minimum 10 mil Class A sheet with 6 inch lapped joints.

Inspections are free. We would rather tell you the repair is drainage than sell you a pier scheme you did not need, and on a canal lot we would rather find out what is under the slab first than guess at it in a proposal.
