The sixth one is the Cape Coral tell. A problem that runs on a seasonal schedule rather than a storm schedule is usually a water table problem rather than a runoff problem, and those are solved at opposite ends of the property.

The Canal Controls the Water Table, Not the Other Way Around

In 1957 Leonard and Jack Rosen and a small group of partners bought a 103 square mile tract on the west bank of the Caloosahatchee for 678,000 dollars. What they built on it is now a city of roughly 106 square miles of land with another 13 square miles of water inside the limits, at an elevation of about ten feet, and more than 400 miles of canals, more than any other city on earth.

The USGS explains the consequence in a single sentence about this part of Lee County. Because of the low topographic relief of the area and the good hydrologic interconnection between ground water and surface water, the rivers and canals exert widespread control on the adjacent water table.

Read that carefully, because it inverts the way most people think about drainage. On normal ground the water table is a natural condition and the canal is a place you send water. Here the canal is what sets the water table. The level in the ditch at the end of your street is, to a considerable degree, the level of the water under your slab.

The same study adds the other half of it. Water levels recover to at or near land surface during the summer wet season, and areas where the water table is near land surface are areas of little recharge and are in fact discharge areas in most cases. Ground that is discharging is ground that will not accept infiltration. You cannot soak water into a surface that water is already coming out of.

So the binding constraint in Cape Coral is not how fast your yard drains. It is what the canal is doing, and in this city that is not a natural fact. It is a managed one.

Surface Water

Grade, collection and conveyance. The Florida Building Code requires the ground to fall six inches within the first ten feet from the foundation, and two percent on impervious surfaces. On ground with ten feet of elevation across a hundred square miles, that fall has to be built rather than found.

Water Already Under the Slab

Hydrostatic pressure and capillary movement through porous concrete. With the wet season water table recovering to at or near land surface, this is the dominant problem here for months at a time, and surface drainage does nothing about it.

The variable unique to this city. Fresh or salt decides whether your receiving water has a tide, whether it rises in the wet season, and what is dissolved in the water reaching your reinforcement.

The Part Nobody Puts in a Quote

There Are Two Canal Systems and They Do Opposite Things

Cape Coral does not have one canal network. It has two, and the City keeps them apart on purpose. Its own GIS describes the weirs plainly: they exist to maintain a separation of the fresh water canals from the salt water canals of the City. There is a published map showing which is which, and it is worth ten minutes of any owner time.

If you are on a salt water canal, your receiving water is tidal and connected to the Caloosahatchee and the Gulf. That is the familiar coastal problem. A gravity outfall works while the pipe invert is above the water on the other side of it, and there are hours in every day when it is not. It also means the groundwater reaching your footings carries chlorides, and chlorides are what corrode reinforcement and spall concrete from the inside.

If you are on a fresh water canal, you have a different problem that looks similar and is not. There is no tide, so nothing draws the level down twice a day. The level is set by a weir. And the City pumps fresh water out of these canals through pump stations to feed the reclaimed water system that irrigates the Cape. Your receiving water is not only a drain. It is a raw water supply with a level somebody manages against an irrigation demand.

The practical difference is the season. A tidal canal is low twice a day, every day, all year. A weir controlled freshwater basin comes up in the wet season and stays up, because the wet season is when the water arrives and there is no tide to take it away. So the fresh side floods on a calendar rather than on a clock, and a drainage design that assumed the receiving water would fall is wrong for months at a time.

Which is why the first thing we establish on a Cape Coral property is which system it discharges to. Nobody should be quoting you a discharge design without knowing that, and if they have not mentioned it, they do not know it.

The Seawall Is Part of the Drainage System

The Edge Nobody Counts as Drainage

On a canal lot the seawall is not a landscaping feature. It is the retaining structure holding your ground in place against open water, and it is the most likely place for that ground to leave.

Water moving through permeable soil toward a lower free face carries material with it. An open joint, a failed panel connection, a corroded tieback or a weep hole that has blinded off will let soil out a little at a time. What the owner notices first is not the wall. It is a dip in the lawn, a low spot on a patio, or a pool deck panel that has dropped, often a long way back from the water.

Blinded weeps are the version that catches people out, because the symptom looks like the opposite cause. A wall that cannot relieve pressure behind it holds water in the ground instead, which raises the load on the wall and keeps the soil against your foundation saturated.

So on a canal property we look at the wall and the drainage as one system. Our seawall work, seawall permitting and sheet piling capability exist for that reason, and where a wall is sound we would rather tell you so than sell you one.

Rain, and a Number Worth Correcting

What Actually Falls Here

The South Florida Water Management District puts the 1991 to 2020 average for the Caloosahatchee area at 53.72 inches a year. Of that, 33.82 inches falls between June and September, about 63 percent of the year in four months. June alone averages 9.50 inches.

That concentration is the whole story of a Cape Coral wet season. Two thirds of the year arriving into a basin whose level is held by a weir, onto ground the USGS describes as recovering to at or near land surface. The system does not fail because one storm was large. It fails because the season is long and the receiving water has nowhere to put it.

You will also see three inches of rain in an hour quoted locally as an ordinary summer storm. It is not ordinary. That is close to the peak rate in events the National Weather Service treats as extremely rare. Designing to a figure that severe and calling it routine produces numbers that sound authoritative and are not.

The useful figure is the seasonal one, because that is what your property is actually up against.

Areas We Serve

Cape Coral and Lee County

The useful question in this city is not which quadrant you live in. It is which canal system your lot drains to, and whether it has direct access, indirect access or none at all.

The Salt Water Canals

The southern and southwestern parts of the city, the areas connected toward the Caloosahatchee and the Gulf. Tidal receiving water, conditional gravity discharge, seawalls on the boundary, and brackish groundwater reaching below grade concrete. This is the half of the city where waterproofing is also a corrosion question.

The Fresh Water Canals

The northern and central parts, kept separate by the weirs. No tide, a level set by a structure, and a system the City draws from to supply reclaimed irrigation water. Wet season flooding here is seasonal rather than tidal, and it lasts.

Off Water Lots

A large share of Cape Coral is not on a canal at all, and those lots still sit in ground whose water table the canals control. An off water lot in the middle of a block can have a wet season water table at or near the surface with no visible water anywhere. Same mechanism, no obvious cause.

Who Reviews the Work

City of Cape Coral, Not Lee County

Cape Coral is an incorporated city with its own building department and its own floodplain administration. Unincorporated Lee County is a separate authority, and so are Fort Myers and Sanibel. If your parcel is inside the city limits, the city administers it.

That matters when a project runs up against a flood threshold. In a mapped flood hazard area the lowest floor has to be at or above base flood elevation plus one foot, with certification at lowest floor placement and again at final inspection. Whether an older structure gets pulled into that requirement turns on a substantial improvement or substantial damage determination, and that is made by the floodplain official with jurisdiction rather than by you or your contractor.

The threshold is 50 percent of the market value of the structure alone. Not the land, not the pool, not the dock or the seawall. On an older Cape Coral house the denominator is often a good deal smaller than the number on the tax bill, which is how owners get surprised partway through a project.

Check your zone through the FEMA Flood Map Service Center or Lee County Flood Information, and confirm anything that turns on a determination with the city and with counsel.

What the Work Actually Is

What we do not do here is install a French drain and call it solved. A French drain moves water by gravity to a lower point. In a city where the canal sets the water table and the wet season water table reaches the surface, the pipe sits in the water table and the lower point is not lower for months of the year. On the fresh side there is no tide to bail you out either. It has to daylight or be pumped, and if it is being pumped then the gravel trench is not the part doing the work.

Why does my yard flood even with drains installed?

Flat terrain, the canal system and shallow groundwater mean that after heavy rain or high tide, soils saturate and drains cannot empty because groundwater is already near the surface. The USGS puts it directly for this area: the canals exert widespread control on the adjacent water table. If the canal is up, so is the ground your drain is trying to empty into.

Why is my slab letting moisture through?

Many older homes were built with slabs at or near grade. When storms drop several inches of rain quickly, the water table can rise and contact the slab, degrading vapor barriers and wicking moisture through concrete. In Cape Coral the wet season water table recovers to at or near land surface, so this is not a one storm event. It is a condition that lasts for months.

Can you waterproof an existing home in Cape Coral?

Yes. Our Seal Tight System is engineered for coastal hydrostatic pressure to keep slabs dry. It is applied to the positive side, the face the groundwater actually touches, which is why it works on a structure that is already built rather than only on new construction.

Do tides and storm surge affect my property in Cape Coral?

On the salt water side, yes. High tides and coastal surges can raise nearby groundwater and reduce infiltration, and properly engineered drainage and waterproofing decouple the slab from that pressure. On the fresh water side there is no tide, and the problem is seasonal instead. Both are real. They are just not the same problem.

How do I find out if I am on a fresh or salt water canal?

The City of Cape Coral publishes a fresh water and salt water canals map, and the weirs that keep the two systems apart are in the City GIS. Look it up before you commission any drainage work. If a contractor has quoted you a discharge design and has not mentioned which system it goes to, they have not checked, and the design is a guess.

My canal is fresh water. Does that mean I have fewer problems?

Fewer chlorides, which is genuinely good news for your reinforcement. But a harder drainage problem in the wet season, because there is no tide to draw the receiving water down. A tidal canal is low twice a day all year. A weir controlled basin comes up in June and stays up. Different problem, not a smaller one.

I am not on a canal at all. Why is my yard still wet?

Because the canals set the water table across the ground between them, not only along their banks. The USGS attributes that to the low relief and the good hydrologic connection between ground water and surface water here. An off water lot in the middle of a block sits in the same water table as the waterfront lots, it just has no visible water to explain it.

Do you install French drains in Cape Coral?

No. A French drain moves water by gravity to a lower point. With a wet season water table at or near the surface and a receiving water whose level somebody else controls, there is no reliable lower point. It has to daylight or be pumped. If it is being pumped, the gravel trench is not the part doing the work and you should be paying for the pump and the discharge design instead.

My seawall looks fine but the lawn behind it keeps dipping. Why?

Soil is leaving through the wall rather than over it. An open joint, a failed panel connection or a corroded tieback lets material out gradually, and the surface subsides well back from the water long before the wall itself looks wrong. Weep holes that have blinded off cause the opposite failure: pressure is not relieved, water stays in the ground, and the soil against your foundation stays saturated.

Standards and Next Steps

Get a Drainage and Waterproofing Inspection in Cape Coral

Because Florida has no statewide waterproofing code, you need people who understand local soils, fluctuating water tables and coastal pressures. What the code does require is narrower than most owners think. The Florida Building Code requires grading that falls six inches within the first ten feet of the foundation, and two percent on impervious surfaces within that distance. It requires a real foundation drain only where a foundation both retains earth and encloses habitable or usable space below grade, which a Florida slab on grade house never does. And outside a mapped flood hazard area there is no minimum finished floor elevation above adjacent grade and no elevation certification.

Put plainly, on a typical Cape Coral house the detail that would actually keep water out is not required and is therefore usually not there. We build it anyway, because the absence of a requirement is not the same as the absence of a problem.

Under new slabs we detail vapor retarders to ASTM E1745, which caps water vapor permeance at 0.1 perms across all classes and requires 45 pounds per inch tensile and 2,200 grams puncture resistance for Class A. The 2021 IRC raised the residential requirement to a minimum 10 mil Class A sheet with 6 inch lapped joints.

Inspections are free. We would rather tell you the repair is drainage than sell you a scheme you did not need, and in this city the first ten minutes are usually spent establishing where your water is actually going before anybody talks about what it costs to send it there.
