Ground That Was Mined Is Not Ground That Was Surveyed
On the coast the governing variable is wind or water. In Bartow it is what is under the slab, and in much of this county what is under the slab was put there by a machine.
The Florida Department of Environmental Protection describes the process plainly. A dragline with a bucket holding forty five to sixty five cubic yards scoops up the top fifteen to thirty feet of earth, which the industry calls overburden, and dumps it in spoil piles to the side of the mine pit. Underneath that is the matrix, which DEP describes as about equal parts phosphate rock, clay and sand. The rock is taken away. The clay and the sand are not the same material they were and they do not go back the way they came out.
Every engineering conclusion that depends on knowing the soil profile has to survive that fact. A boring log from a neighboring parcel, a published soil survey, a geologic map, a rule of thumb about what you hit at twelve feet in this part of Polk County: on disturbed ground all of those can be confidently wrong, and being confidently wrong about bearing material is how a foundation ends up as a claim.

What a Century of Mining Actually Did to the Subsurface
There are three separate kinds of disturbed ground in this district, they behave nothing like each other, and two adjacent parcels can be different kinds. Knowing which one you are on is the first engineering question, and it is not answerable by looking at the surface, because the surface was restored deliberately and is supposed to look finished.
The first is overburden spoil. That is the fifteen to thirty feet of material taken off the top and piled to the side. When it goes back into a worked out pit it goes back mixed, in whatever order it was handled, placed by equipment that was moving dirt rather than building a structural fill. It can be perfectly serviceable material and it can be loose, and the difference matters entirely.
The second is clay settling areas. DEP describes the clay separated out during beneficiation as pumped through pipelines into large impoundment areas, known as clay settling areas, where they will remain. Read that last clause carefully. These are not temporary features. They are permanent parts of the landscape of this county, filled with fine grained phosphatic clay that was placed as a slurry, and they do not behave like the sandy ground around them under any load at all.
The third is the boundary between disturbed and undisturbed ground, and in practice that is the one that breaks buildings. A structure sitting entirely on good material is fine. A structure sitting entirely on soft material can be designed for. A structure with one corner on native ground and the rest over the edge of an old cut has a differential settlement problem built into it before anyone pours anything.
How Much of the County This Covers
DEP states that phosphate mining disturbs between three thousand and six thousand acres annually in Florida, and that approximately twenty five to thirty percent of those lands are wetlands or other surface waters. That is the current annual rate. Mining has been going on in this district since the late eighteen hundreds.
Compound an annual figure like that across more than a century and the footprint stops being a set of isolated sites and becomes a large fraction of the developable land in central Polk County. Parcels that were mined, reclaimed, sold and built on are ordinary here, not exotic.
Reclaimed Does Not Mean Engineered
This is the point that costs owners the most money, so it is worth stating exactly. DEP describes the reclamation standards for phosphate lands as contouring to safe slopes, providing for acceptable water quality and quantity, revegetation, and the return of wetlands to pre-mining type, nature, function and acreage.
Every one of those is an environmental performance standard. Not one of them is a bearing capacity, a compaction requirement, a settlement limit, or a certification that the ground will support a structure. Reclaimed land can be fully compliant with the state standard, look like a meadow, drain properly, carry native vegetation, and still be entirely unsuitable for a shallow foundation.
Reclamation answers a question about the environment. It does not answer the question a structural engineer has to answer, and nobody should read a reclamation release as though it did.
The Six Variables, Filled In for Bartow
Every structural engineering problem in Florida is the same six variables holding different values. In Bartow five of them are comparatively gentle and the sixth is the hardest version of itself found anywhere in the state.
Wind, Exposure, and the Zone This Is Not In
- Ultimate design wind speed. Bartow sits near the geographic center of the peninsula, roughly equidistant from both coasts, which places it at the lower end of the Florida range. We still pull the value for the actual parcel and risk category from the current code maps rather than using a regional figure, because design pressure rises with the square of speed and a guess in the conservative direction costs the owner money while a guess in the other direction is a failure.
- High Velocity Hurricane Zone. Not applicable. That zone covers Miami-Dade and Broward counties only, so projects here run the general statewide code path, which changes the product approval route and the testing evidence a submittal has to carry.
- Exposure category. Inland terrain, and the open water exposure category that governs on the coast does not apply. What matters here instead is the upwind surface roughness of the actual site, which in this county can mean a built up town center, open pasture, reclaimed mine land with no mature canopy, or a large open water body created by mining. Those are not the same exposure, and reclaimed land sitting between them frequently reads rougher on a map than it does in the field.
Water, Age, and What Is Under the Slab
- Flood zone. Inland and riverine rather than coastal. Bartow sits in the upper Peace River basin, so the flood exposure comes from rainfall, river stage and altered drainage rather than from storm surge, and mining changed the surface hydrology of large parts of this county permanently. Flood zone and design flood elevation still govern the lowest floor, and the substantial improvement threshold still decides whether a renovation becomes a full code upgrade.
- Milestone inspection. Under section 553.899, Florida Statutes, residential condominium and cooperative buildings of three habitable stories or more get a first milestone inspection at thirty years of age, which a local enforcement agency may pull forward to twenty five years where conditions warrant it, then every ten years. One to four family dwellings with three or fewer habitable stories are exempt, which covers most of the residential stock here.
- Soil and foundation type. The governing variable, and the reason this page exists. Historic phosphate mining, overburden spoil, permanent clay settling areas, reclaimed and filled parcels, and karst in the undisturbed ground underneath all of it. Bearing material can be at grade, can be thirty feet down, or can be absent in the range a shallow footing could ever reach, and which of those you have is determined by borings on the parcel.

What the Borings Have to Answer Here
On a normal inland parcel a geotechnical investigation is confirming a soil profile that is broadly known and finding the bearing stratum. On previously mined ground it is doing something harder. It is reconstructing a construction history that nobody documented, from evidence that is thirty feet underground.
That changes what the investigation has to be designed to find. Depth matters more, because a boring that stops at the bottom of a shallow footing tells you about made ground and nothing about what is under it. Spacing matters more, because the whole risk is variability across the footprint and a single center of building boring cannot see a boundary. And the log has to be read for evidence of disturbance rather than just for blow counts, because a mixed profile with material out of its natural order is itself the finding.
The outcome is usually one of three things. Competent material within reach of a properly designed shallow system, in which case the foundation is ordinary and the owner should not be paying for piles. Deep bearing under a thickness of made ground, in which case the load gets carried through it. Or soft fine grained material of real thickness, in which case the design is a serious engineering problem and the honest answer may be that the parcel is not right for what the owner had in mind.
What We Look For on a Polk County Parcel

- Whether the parcel sits inside, outside or across a former mining boundary
- Thickness and consistency of made ground across the whole building footprint, not at one location

- Indications of karst activity in the material below the disturbed zone
- For an existing structure, whether the crack pattern matches a settlement boundary on the ground
Two Jurisdictions and a Line You Have to Find First
Bartow is an incorporated city and the county seat of Polk County, which means there are two possible authorities having jurisdiction depending on which side of the city limit a parcel sits on, and the city limit is not where most people assume it is. We confirm the reviewing jurisdiction before a submittal is assembled rather than after a set of drawings has been prepared for the wrong one.
Polk County is also a large county with a lot of unincorporated land and several other municipalities, so a firm working across it is dealing with more than one review process and more than one set of local expectations. That is ordinary work and it is not a problem, as long as it is settled at the start.
Karst Under the Made Ground
Central Florida sits on carbonate rock, and where that rock dissolves you get the subsidence features this part of the state is known for. Mining did not create that condition and reclamation did not remove it. It is underneath the disturbed zone, which means a parcel here can have two independent subsidence mechanisms stacked on top of each other.
That matters for diagnosis. Consolidation of made ground and karst related subsidence can produce similar looking damage in a structure and they have entirely different remedies, entirely different insurance treatment, and entirely different consequences if you get the call wrong. Distinguishing them is an engineering determination and it is worth making before a repair is designed.
Older Structures and Agricultural Stock
Bartow has a genuine historic core and a stock of older masonry and wood framed buildings, most of them put up before anyone was required to document what was under them. When one of those comes in for a renovation, an addition, a change of use or a commercial conversion, the foundation question arrives with it.

That material does not behave like the sandy ground around it under any load, so building over one is a serious engineering problem rather than a routine foundation design.
How deep did the mining actually go?

Can you still build on previously mined ground?
Usually yes, and a great deal of central Polk County is built on exactly that. What changes is that the foundation has to be designed from a real subsurface investigation rather than from an assumption. Sometimes the answer is an ordinary shallow foundation because competent material is within reach. Sometimes the load has to be carried through the made ground to bearing below it. Occasionally the honest answer is that the parcel is not right for what the owner had in mind, and we say that when it is true.
Why do you take borings deeper here than other firms quote?
Because a boring that stops at the bottom of a shallow footing tells you about made ground and nothing about what is under it. On disturbed ground the whole point of the investigation is to get through the thickness of placed material into something a foundation can be designed against, and to do it at enough locations to see variation across the footprint. The risk here is variability, and a single boring at the center of a building cannot see a boundary.
My house has cracks on one side only. What does that mean?
One sided or corner concentrated damage frequently means the structure is straddling a boundary between two different materials. A building sitting entirely on competent ground is fine and a building sitting entirely on soft ground can at least be designed for, but one corner on native material and the rest over the edge of an old cut produces differential settlement that no amount of frame stiffness will absorb. Finding that boundary on the ground is the first step, and it is a borings question.
