What Makes Miami Commercial Property Different
Three things stack here, and they are not the same three that define Tampa Bay or Orlando. The rock, the water, and a compliance programme that is older than the state law everyone is talking about.
Start with the rock. The Miami Limestone, in its oolitic and bryozoan facies, surfaces along the Atlantic Coastal Ridge through Palm Beach, Broward and Miami-Dade. On a lot of eastern Miami-Dade parcels the bedrock is at or very near the ground surface. That sounds like an advantage, and often it is. What it also means is that the problem stops being a uniform soil problem and becomes a bearing surface problem. A solution weathered limestone surface is not flat. It is high in places and low in others, with softer material filling the low spots, so one footing can bear on sound rock while the next one bears on whatever settled into the hollow beside it. That is a classic recipe for differential movement across a building with no obvious soil failure anywhere.
Then the water. The Biscayne Aquifer is unconfined, which in plain terms means the top of the aquifer is effectively the water table, sitting in highly permeable limestone. Groundwater here is shallow, it moves quickly through the rock, and near the coast it is tidally influenced. Dewatering, drainage, hydrostatic pressure against below grade construction and saltwater at the reinforcement are not edge cases in Miami-Dade. They are the normal design conditions.
West of the coastal ridge the picture changes again. That land was Everglades before it was drained, and the soils show it. The USDA Tamiami series, mapped in Miami-Dade, is described as organic materials stratified with freshwater silty marl deposits over oolitic limestone bedrock, with depth to bedrock of 20 to 40 inches and a water table within 6 inches of the surface for 9 to 11 months in most years. Very poorly drained, in other words, with compressible organic material over rock. A great deal of the county industrial and commercial base was built on ground like that after fill was brought in. Muck is compressible, and it keeps compressing long after the building is finished.
On the barrier islands and the filled coastal parcels, Miami Beach, Surfside, Sunny Isles, Bal Harbour, Key Biscayne, you get made ground and salt exposure together. Chlorides reach reinforcement through salt air, splash and brackish groundwater. Steel that begins to corrode occupies more volume than the steel it replaced, and that expansion cracks and spalls concrete from the inside out. Rust stain first, then a delaminated patch that sounds hollow, then exposed bar.
And running over the top of all of it is the compliance calendar, which in this county has two programmes in it rather than one. That is the next section.

In Miami-Dade There Are Two Programmes, Not One.
Miami-Dade County has run its own building recertification programme for decades, long before the statewide milestone inspection existed. On 1 June 2022 the county adopted an ordinance shortening the initial recertification from 40 years to 30 years, repeating every ten years after that. It applies to all buildings except single family homes, duplexes, and structures housing fewer than 10 people. The report has to certify that the building is both structurally and electrically safe for continued occupancy, and for buildings exceeding three stories or 50 feet the structural and electrical inspections must be performed by separate Florida registered engineers.
Alongside that sits the state milestone inspection, which applies to condominium and cooperative buildings three habitable stories or more, and the structural integrity reserve study, required at least every ten years for residential condominium buildings three habitable stories or higher. The reserve study covers the roof, structural members, fireproofing and fire protection, plumbing, electrical, waterproofing and exterior painting, windows and doors, and any other item with a deferred cost over 25,000 dollars. Since budgets adopted after 31 December 2024, associations required to obtain one can no longer vote to waive or reduce reserves for the components it identifies.
The statewide requirement exists because of what happened at Champlain Towers South in Surfside on 24 June 2021. We are not going to use that to sell anything. What it changed in practical terms is that documenting the structural condition of a building is now an obligation on a fixed schedule rather than a judgement call, and that is a better position for an owner to be in.
Confirm the dates and the requirements that apply to your specific building with your municipal building official and your association counsel. Then get the engineering done early enough that you are choosing a repair rather than reacting to a finding.

Do we need two different engineers for a recertification?
In Miami-Dade, for buildings exceeding three stories or 50 feet in height, the structural and the electrical inspections must be performed by separate Florida registered engineers. Why does the limestone under my building cause differential settlement?
Because the top of the rock is not a flat plane. The Miami Limestone surfaces at or near ground level across a lot of eastern Miami-Dade, and a solution weathered limestone surface is high in some places and low in others, with softer material filling the low spots. One footing can bear on sound rock while the next bears on whatever settled into the hollow beside it. That produces differential movement across a building even when nothing has obviously failed, and it is one of the main reasons borings matter more here than a walk around does.
What is different about building on the drained ground west of the coastal ridge?
Out west the ground was Everglades before it was drained, and the soils reflect that. Why is corrosion such a large issue on Miami commercial buildings?
Because chlorides reach the reinforcement through salt air, splash and brackish groundwater. Steel that begins to corrode occupies more volume than the steel it replaced, and that expansion cracks and spalls the concrete from the inside out. It appears first as rust staining, then as a delaminated area that sounds hollow, then as exposed bar. On balconies, walkways, parking decks and precast panels it is the dominant deterioration mechanism in this market, and it is also exactly what a recertification or milestone inspection is looking for.
Does the High Velocity Hurricane Zone affect foundation and structural repair?
Miami-Dade and Broward are the two counties in the High Velocity Hurricane Zone, and most but not all of the applicable code provisions are more stringent than the rest of the state. The Florida Product Approval System also separates approved products by whether they are accepted inside or outside the zone. In practice that shapes what may be specified and how it has to be documented for review, which is one more reason the design and the installation are better coming from the same company.
How does the shallow water table affect the work?
The Biscayne Aquifer is unconfined, so the top of the aquifer is effectively the water table, sitting in highly permeable limestone. Groundwater is shallow, it moves quickly, and near the coast it is tidally influenced. That affects dewatering during installation, hydrostatic pressure on below grade and ground level construction, drainage design across a site, and how quickly chlorides reach reinforcement. It is a normal design condition in Miami-Dade rather than a complication, but it has to be planned for rather than discovered.
Can you work without closing the building?
In most cases yes. We phase the work around occupancy, resident and tenant access, trading hours and garage operations, and we sequence so that the areas taken out of service are the smallest and the shortest lived they can be. On a parking structure that usually means working deck by deck or bay by bay, and on an occupied tower it means staging by stack or by elevation. That is planned at the design stage rather than negotiated on site.
Do you perform soil borings on commercial sites?
Yes, and on a commercial footprint we usually need more than one location. Borings establish where competent rock or bearing begins, how deep any fill or organic material runs, whether the rock surface varies across the building, and where the water table sits. In Miami-Dade the variation across a single footprint is frequently the whole explanation for differential movement, and a single boring cannot show variation.
Which stabilization systems do you install?
